Hanoi Party Secretary Nguyen Duy Ngoc delivers his remarks at the meeting reviewing February works and setting tasks for March 2026.
Concluding the February work review meeting and launching tasks for March 2026, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc said the capital achieved many positive results in February.
He noted that numerous creative and breakthrough solutions were implemented with a high sense of responsibility, regardless of working hours, enabling the city to achieve clear results in Party building, socio-economic development and the organization of the Lunar New Year holiday.
On behalf of the Standing members of the Hanoi Party Committee, Ngoc acknowledged the efforts of the entire political system, sectors and authorities across the city.
Based on opinions presented at the meeting, the Hanoi Party Chief requested wards and communes implement effective solutions to promote economic growth while serving residents, businesses and society, contributing to development and governance.
He also called for strong and visible investment outcomes in areas, including infrastructure, science and technology, innovation, digital transformation, education and training, healthcare, culture and tourism.
"To achieve that, we must understand policies correctly and deeply so they can be implemented immediately with creative and breakthrough solutions," Ngoc said.
According to him, Hanoi already has many preferential policies that must be effectively utilized, including reforming leadership methods, strengthening the role of leaders, enhancing decentralization and delegation of authority, tasks, procedures and resources and applying digital transformation comprehensively.
"We have also developed solutions aimed at achieving double-digit growth through institutional reform. In this process, we have Resolution 258 as a breakthrough mechanism and a 100-year vision master plan to fully utilize spatial advantages, development layers and growth centers in the coming years," he said.
Hanoi has identified science and technology, innovation and digital transformation as key breakthroughs. Nine Politburo resolutions and directives from the Hanoi Party Committee have clearly defined priorities and action programs, Ngoc added.
"These initiatives aim to elevate Vietnam's standing while approaching global standards of modernization. Therefore, we must clearly identify which measures raise national capacity and which enable us to approach international levels so each sector can select appropriate priorities."
Based on guidance from Standing members of the Party Committee and sector leaders, Hanoi Party Chief Ngoc requested departments, agencies and localities to define their responsibilities as follows:
First, based on the action program implementing the Resolution of the 14th National Party Congress and the Resolution of the 18th Hanoi Party Congress, sectors and local authorities must develop practical and breakthrough action programs aligned with their advantages.
Second, regarding election work, wards and communes must successfully organize the election in accordance with the law, ensuring the correct and sufficient number of deputies are elected while guaranteeing absolute safety and making the event a genuine people's festival.
Third, concerning economic growth, the Hanoi Department of Finance was requested to advise the city leadership with detailed monthly and quarterly figures to support breakthrough solutions for the city's development.

Fourth, agencies and units must complete the roadmap for proposing amendments to the Politburo resolution related to the revised Capital Law and the Capital Master Plan with a 100-year vision.
Fifth, based on identified bottlenecks, authorities at all levels must establish task groups to address obstacles, unlock resources and clearly determine the causes of existing problems according to specific timelines.
Sixth, emphasizing leadership responsibility, Ngoc requested heads of departments and units to take responsibility before the Hanoi Party Committee Executive Board and their subordinate units to identify solutions.
Departments must carefully research policies to provide guidance and act as driving forces, while commune-level authorities must organize implementation with clear results.
Seventh, authorities must conduct regular and continuous supervision in a comprehensive manner, ensuring consistent monitoring of resolutions and conclusions without gaps in order to identify bottlenecks early, detect delays and promptly recognize innovative breakthroughs for promotion or timely correction.
Emphasizing the heavy workload ahead, the Hanoi Party Secretary said each official must elevate both professional capacity and leadership mindset to meet unprecedented responsibilities expected by the central government and the capital's residents.
"We must act decisively. Tasks assigned for each month must be completed within that month. Once commitments are made on content and timelines, they must be fulfilled," Ngoc stressed.
He called on all sectors, levels and units to continue promoting innovation, overcoming existing shortcomings and completing first-quarter tasks as a foundation for entering the second quarter.
