On March 3, at the Hong Ha Ward People's Committee, Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha chaired an inspection meeting on preparations for the election of deputies to the 16th National Assembly and People's Councils for the 2026–2031 term in the ward.
Participants included representatives from the Vietnam Fatherland Front Committee of Hanoi, the Hanoi Department of Home Affairs, the Office of the Hanoi People's Committee and leaders of Hong Ha Ward.
Proactive and decisive approach at grassroots level
Reporting at the meeting, Bui Tuan Anh, Secretary of the Party Committee and Chairman of the People's Council of Hong Ha Ward, said local authorities regard the election as an especially important political task.
The ward has provided comprehensive leadership and direction, clearly assigning responsibilities while developing detailed plans in accordance with the Election Law and city guidance.
Regarding voter lists, the ward has completed printing voter lists and voter cards and directed neighborhood police to deliver the cards directly to residents.
The review process has been conducted carefully, particularly in riverside and mid-river areas where population mobility is high and potential complexities exist.
Local authorities have proactively coordinated with relevant forces to closely monitor the situation and prevent unexpected developments.
The Hong Ha Ward Public Security Office also reported that political security and social order remain stable.
In particular, residents affected by land clearance for the Tu Lien Bridge project have largely supported the city's policy and no security hotspots have emerged.

The ward has organized training for election teams, prepared facilities at 30 polling stations and applied information technology to manage voter data, monitor turnout and update reports promptly when changes occur.
Printing election materials, posting candidate lists and decorating polling stations have all been carried out in strict compliance with regulations.
Representatives of the Hanoi Department of Home Affairs added that the city has developed contingency scenarios to guide local authorities in handling potential situations during the election.
Ballots are printed with a regulated reserve quantity to ensure safety and prevent shortages.
Training has been conducted using a hands-on approach so grassroots officials fully understand election procedures.
Before the working session at the ward headquarters, Vice Chairwoman Vu Thu Ha personally inspected one polling station in the area.
She reviewed seating arrangements, posted voter lists, candidate lists and biographies, the placement of main ballot boxes and contingency ballot boxes and conditions related to security and fire prevention.
Following the inspection, she assessed that Hong Ha Ward had proactively prepared most necessary conditions but requested a more thorough review of contingency plans in case unexpected situations arise, particularly adverse weather or large voter turnout at the same time.
She emphasized the need to provide the most convenient conditions for voters, from seating arrangements and pathways to signage and guidance staff.
For elderly voters or those with health difficulties, supplementary ballot boxes must be used in accordance with regulations to avoid proxy voting or procedural errors while fully safeguarding citizens' voting rights.

Speaking at the meeting, Vice Chairwoman Vu Thu Ha said Hong Ha Ward is one of the more complex areas with a large population and heavy workload, requiring particularly careful preparation by local authorities.

She requested Hong Ha Ward continue to review voter lists closely from now until election day and promptly update them when changes occur.
The Hanoi Department of Home Affairs, the Hong Ha Ward Party Committee and ward police must develop specific plans to address voter fluctuations and prepare scenarios suitable for local conditions.
Regarding facilities, she stressed the need for contingency ballot boxes and detailed plans for additional tents or temporary structures if needed, with timely consultation from the Hanoi Department of Finance to ensure compliance with regulations.
All these measures aim to guarantee citizens' rights and ensure the election is conducted safely and lawfully.
She also emphasized the importance of internal training for staff at all 30 polling stations, ensuring officials understand procedures clearly and can handle unexpected situations effectively.
Ha commended Hong Ha Ward for proactively organizing communication and voter outreach, while requesting the Hanoi Department of Home Affairs continue to support the locality and promptly resolve difficulties.
"With the proactive preparation of Hong Ha Ward, along with the city's close guidance and coordination among departments, election activities here will proceed on schedule, maintain security and order and contribute to the overall success of the election of deputies to the 16th National Assembly and People's Councils for the 2026–2031 term in the capital," she said.
