Hanoi plans full transition to electric and green taxis

Key objectives

The plan aims to effectively implement a roadmap for transitioning gasoline- and diesel-powered taxis to electric and green energy vehicles in line with green, sustainable transport development, thereby contributing to national goals on emission reduction in the transport sector and improving urban air quality.

Under the roadmap, by 2030 at the latest, Hanoi will complete the conversion of all gasoline- and diesel-powered taxis to electric and green energy taxis.

The city will develop mechanisms and policies to encourage and support taxi companies in proactively converting their fleets, ensuring balanced interests among the State, businesses and residents.

City agencies will strengthen communications and publicize policies related to the transition plan and the development of green vehicles to build public consensus during implementation.

To ensure feasibility, the city requires that the transition align with practical conditions, businesses’ financial capacities and existing infrastructure, while maintaining synchronization between vehicles and energy supply systems and minimizing disruption to taxi services.

Tasks and solutions

Hanoi will draft and submit to the Hanoi People's Council a resolution outlining support policies for converting road vehicles to clean energy.

Proposed mechanisms include partial interest rate support on commercial bank loans for taxi operators converting to electric and green energy vehicles and for entities developing clean energy infrastructure, as well as facilitating access to preferential capital from the Hanoi Development Investment Fund and related funds in accordance with regulations.

The city will reduce or exempt initial registration and license plate fees for electric and green taxis, with higher support for vehicles converted from existing fossil fuel taxis.

Hanoi will consider preferential parking service fees for electric and green taxis at public parking lots, provide loan support and land clearance assistance and offer investment incentives to promote green transport infrastructure.

Support policies will be linked to the implementation of the low-emission zone project. The city will study the deployment of an intelligent traffic monitoring system integrated with vehicle inspection and emission data to serve management within low-emission zones.

Hanoi will propose that competent authorities extend the current 100% registration fee exemption for electric and green vehicles, particularly for passenger transport enterprises operating taxis.

City agencies will review and develop a synchronized and convenient electric charging station network in line with urban and transport planning.

The transition to electric and green taxis will be implemented concurrently with the development of charging stations and power supply infrastructure.

Priority will be given to charging infrastructure in central urban areas, ring roads, airports, railway stations, bus terminals and major transport hubs, while encouraging the use of existing public parking lots and fuel stations.

Relevant agencies will adjust power grid planning to ensure stable and safe electricity supply for electric vehicles, synchronized with the expansion of charging infrastructure.

The city will guide and support investors in completing procedures for building and installing charging stations in accordance with planning and legal regulations and will coordinate to finalize relevant technical standards.

Hanoi will require the allocation of appropriate land and locations for charging stations and taxi stops in urban planning adjustments and will consider requiring that new construction projects include technical infrastructure ready for charging installation.

The city will also arrange and manage taxi pick-up and drop-off points integrated with charging facilities at transport hubs, tourist areas, shopping centers, and high-demand travel zones.

Additionally, Hanoi will develop and apply a transparent service quality rating system to promote fair competition and standardize taxi enterprises.

The city will gradually apply science and technology in taxi management, build a centralized data management system and study the integration and public disclosure of information on electric and green taxis and service quality ratings on digital platforms and applications.

Hanoi will implement comprehensive communication campaigns on the taxi transition plan through media agencies and grassroots information systems, emphasizing long-term economic benefits.

Communication will also highlight the link between electric taxi conversion and low-emission zones, emission standards and potential legal and financial consequences for non-compliant fossil fuel taxis to foster public consensus.

Transition roadmap

During 2026–2030, the city will finalize support mechanisms, intensify communication efforts and build charging stations at taxi parking locations.

The transition will follow a defined roadmap, with 100% conversion of gasoline and diesel taxis to electric and green vehicles by 2030 at the latest. The projected conversion rates are: 63%–64% in 2026, 68%–70% in 2027, 74%–77% in 2028, 88%–96% in 2029 and 100% in 2030.

After 2030, the city will focus on maintaining stable operating conditions for electric and green taxis, prioritizing improved access to charging infrastructure and appropriate traffic organization tailored to electric vehicle operations.

Based on technological development and practical demand, relevant departments will review and adjust regulations on charging station placement, grid connection, taxi stops and management technologies to optimize efficiency, ensure continuous, safe and convenient operation and align with sustainable urban transport development goals.
