Accordingly, in order to ensure fuel supply and minimize the impact of fuel price fluctuations on economic growth and socio-economic activities in the city, the Hanoi People's Committee requires departments, agencies, commune and ward authorities, and fuel trading enterprises to continue implementing the directives issued in Official Letter No. 946/UBND-KT dated March 6, 2026 on ensuring fuel supply across Hanoi. At the same time, relevant units are requested to focus on carrying out the following tasks.
The Department of Industry and Trade is required to closely follow the direction of the Government and the Ministry of Industry and Trade regarding fuel market management, ensuring stable supply and maintaining market stability in the city.
The department will continue directing the Hanoi Market Surveillance Sub-Department to intensify inspections and supervision of fuel trading activities among businesses across the city.
Authorities will detect and strictly handle violations in accordance with current regulations, particularly acts of hoarding, creating artificial supply shortages, reducing discount rates unreasonably, or failing to provide sufficient supply to retail fuel stations, which could destabilize the market.
The department will also monitor developments in international fuel supply and price movements, as well as the domestic fuel market and implementation activities in other provinces and cities nationwide. Based on this information, it will coordinate and propose solutions to ensure supply stability, maintain market balance, and reduce the impact of fuel price fluctuations on growth targets and socio-economic activities.
Ensuring fuel supply across the city
At the same time, the department will review and compile difficulties arising in fuel supply, report them to the Hanoi People's Committee and the Ministry of Industry and Trade, and propose appropriate and timely regulatory measures. Daily reporting will be implemented in accordance with instructions from the Ministry of Industry and Trade.
The Department of Culture and Sports is assigned to direct media agencies and news outlets to provide accurate and comprehensive information to residents about fuel supply conditions in Hanoi.
The department will also encourage businesses and residents to share responsibility in using energy efficiently, prioritize public transport such as buses and urban rail systems, and avoid unnecessary panic or fuel stockpiling that could increase pressure on supply during this period.
The Department of Construction will take the lead in monitoring, updating, and publishing construction material prices across the city. It will study and propose measures to stabilize construction material prices, closely follow domestic fuel price fluctuations, and promptly advise on issuing updated material price lists. It will also guide project investors in implementing contract price adjustment mechanisms to ensure the progress of key projects across the city.
The Department of Finance will coordinate with the Department of Industry and Trade to study and propose support mechanisms for public service enterprises significantly affected by rising fuel prices.
Hanoi Police will coordinate with relevant agencies in inspection, guidance, communication, and public mobilization to discourage residents from stockpiling fuel in order to ensure fire and explosion safety. They will also cooperate with the Market Surveillance Sub-Department to inspect and handle violations in fuel trading activities, particularly those related to fuel supply in the city.
Commune and ward authorities are instructed to direct local forces to coordinate with the Market Surveillance Sub-Department in inspecting and monitoring developments in the local fuel market.
Authorities must detect and strictly handle the sale of gasoline in bottles or containers along streets within their management areas, preventing illegal trading activities that seek to profiteer, disrupt public order, or pose risks related to quality control and fire safety.
Project management boards and project investors across the city are required to review project implementation progress, especially for key projects. They must proactively assess the impact of fuel price fluctuations on project costs and schedules and adopt measures to address difficulties caused by volatile fuel prices.
At the same time, investors are required to review and implement contractual provisions on price adjustment with contractors to avoid affecting the progress of key projects.
Fuel wholesalers and distribution traders must ensure continuous and sufficient supply for their distribution systems across Hanoi, preventing disruptions in supply chains at fuel retail stations throughout the city.
Retail fuel enterprises must strictly comply with regulations on measurement and fuel quality, publicly list prices and sell at the listed prices, and maintain the registered operating hours at fuel stations.
Businesses are also required to strengthen responsible business practices, avoid hoarding or limiting sales while waiting for price increases, and proactively maintain supply for their distribution systems, thereby contributing to market stability and ensuring normal production and business activities across the city.
