Under the Decision, the Steering Committee is headed by the Deputy Director and Head of the Investigation Police Agency of the Hanoi Police Department.
The Head of the Criminal Police Division of the Hanoi Police serves as Standing Deputy Head. A Deputy Head of the Criminal Police Division in charge of preventing crimes against children and crimes and legal violations involving persons under 18 serves as Deputy Head.
The Committee also includes 22 members who are leaders of relevant departments, agencies, and units. The Deputy Head of the Division for Prevention and Investigation of Social Evils and Human Trafficking under the Criminal Police Division, Hanoi Police Department, serves as Secretary of the Committee.
The Steering Committee is tasked with advising the Hanoi People's Committee on issuing its operating regulations. It will direct, guide, inspect, and urge departments, agencies, mass organizations, and People's Committees of communes and wards to implement directives related to the prevention of crimes against children and crimes and legal violations involving persons under 18 during the 2026–2030 period.
Each year, the Committee will develop work programs and direct coordination among agencies, units, and localities in preventing such crimes across the city. It will also instruct its standing body to prepare budget estimates, allocate, manage, monitor, and consolidate funding for annual and multi-year plans.
The Committee will conduct periodic and thematic reviews, and propose the development and improvement of policies and laws related to preventing crimes against children and offenses involving persons under 18.
It will ensure centralized and unified coordination among member agencies and sectors in implementing prevention efforts citywide.
The Committee is also responsible for submitting regular and ad hoc reports, and performing other tasks assigned by the Ministry of Public Security's Steering Committee and the Hanoi People's Committee.
The working regulations of the Steering Committee will be drafted by the Hanoi Department of Public Security and submitted to the Hanoi People's Committee for approval. Members of the Committee will work on a part-time basis. The Head of the Committee will use the seal of the Hanoi Police Department, while Deputy Heads, members, and relevant units will use the seals of their respective agencies.
The Hanoi People's Committee has assigned the Hanoi Police Department, specifically the Criminal Police Division, as the standing body of the Steering Committee. It is responsible for advising the Head of the Committee on approving the list of members and the assisting team, annually reviewing and updating the list attached to the Decision, developing implementation plans in line with requirements from the Ministry of Public Security's Steering Committee, and compiling data and reports for periodic and ad hoc reviews in accordance with regulations.
