On April 8, at the headquarters of the Hanoi Party Committee, Politburo member and Standing member of the Secretariat Tran Cam Tu presented the Politburo's decision assigning Tran Duc Thang, Politburo member and Minister of Agriculture and Environment for the 2021-2026 term, as Secretary of the Hanoi Party Committee for the 18th tenure, 2025-2030.
Central delegates attending the conference included Politburo member, Secretary of the Party Central Committee and Head of the Central Organization Commission Nguyen Duy Ngoc; Secretary of the Party Central Committee and Deputy Prime Minister Pham Thi Thanh Tra; Party Central Committee member and Minister of Agriculture and Environment Trinh Viet Hung, along with representatives of several central ministries and agencies.
City delegates included Party Central Committee member and Standing Vice Secretary of the Hanoi Party Committee Nguyen Trong Dong; Party Central Committee member, Vice Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee Vu Dai Thang; Vice Secretary of the Hanoi Party Committee and Chairwoman of the Hanoi People's Council Phung Thi Hong Ha; and Vice Secretary of the Hanoi Party Committee Nguyen Van Phong.

Also attending were members of the Hanoi Party Committee's Standing Board, heads of Party committees, leaders of the People's Council, People's Committee and Vietnam Fatherland Front of Hanoi, along with representatives of departments, agencies and local authorities.
At the conference, Party Central Committee member and Standing Deputy Head of the Central Party Committee's Organization Commission Hoang Trung Dung announced the Politburo's decision.
Accordingly, Tran Duc Thang, Politburo member, Party Committee Secretary and Minister of Agriculture and Environment for the 2021-2026 term, ceased participation in the Government Party Committee's Executive Committee.
He was assigned and designated to join the Hanoi Party Committee's Executive Committee and Standing Board and to serve as Secretary of the Hanoi Party Committee for the 2025-2030 term.

Speaking at the conference, Politburo member and Standing member of the Secretariat Tran Cam Tu congratulated Tran Duc Thang on his new role as Hanoi Party Secretary.
Tu also acknowledged the important and dedicated contributions of Nguyen Duy Ngoc to Hanoi in recent years and expressed hope that he would continue to support and share valuable experience for the city's continued development as the heart of the nation.
He called on Thang to build on the achievements of previous generations, leverage his experience and strengths and work closely with the Hanoi Party Committee leadership to fulfill assigned responsibilities.
According to Tran Cam Tu, although Thang benefits from favorable conditions, he will also face significant challenges in his new role.
Hanoi is focusing on achieving double-digit growth, improving the effectiveness of its two-tier local government model and accelerating breakthroughs in science, technology, innovation and digital transformation.
The city is determined to lead by example in implementing the resolutions of the 14th National Party Congress and Party congresses at all levels.
The Politburo requested that members of the Hanoi Party Committee's Executive Committee, Standing Board and city agencies coordinate closely and provide effective support to help Thang fulfill his duties.

Tu also urged the Hanoi Party Committee to thoroughly implement Party directives and resolutions, as well as guidance from the Politburo, the Secretariat and General Secretary and President To Lam.
The Hanoi Party Committee must strengthen discipline, uphold principles, ensure compliance with regulations and continue building a clean and strong Party organization.
Tu expressed strong confidence that the Hanoi Party Committee leadership and Thang will uphold the capital's traditions, maintain unity and successfully accomplish their tasks.
In his acceptance speech, Tran Duc Thang expressed honor and emotion at being entrusted by Party and State leaders with the role of Hanoi Party Secretary.
He thanked members of the Politburo, the Secretariat, especially General Secretary and President To Lam and senior leaders for their trust.
Thang also expressed appreciation to members of the Hanoi Party Committee's Standing Board and leaders of central ministries and the Ministry of Agriculture and Environment for their support during his previous tenure.
He described leading the Hanoi Party Committee as a great honor and a significant responsibility in a time when the capital is advancing with a new vision and mindset.
Thang noted that Politburo Resolution No. 02 on developing Hanoi in a new era reflects strong expectations from Party and State leaders, especially General Secretary and President To Lam.
The revised Capital Law, expected to be passed at the first session of the 16th National Assembly, will open major opportunities for Hanoi through special and advanced mechanisms and policies.
The master plan for the capital with a 100-year vision outlines the future of a globally competitive megacity.
He emphasized that achievements by Hanoi's Party organization, government and people over many terms, especially recent progress under the leadership of Nguyen Duy Ngoc and the Standing Board, have created strong momentum for sustainable growth.
As Hanoi Party Secretary, Thang committed to strengthening unity, political capacity and innovation and to building a clean and strong Party system.
He stressed that unity and determination within the Party Committee will remain the guiding principle for leadership and development.
He pledged to build on existing achievements, seize new opportunities and promote economic growth while ensuring sustainability and balance among economic, social, cultural and environmental factors.
Thang also committed to establishing a new growth model, reinforcing Hanoi's leading role in driving development across the capital region and the northern key economic zone.
In his new position, he pledged continuous learning, exemplary conduct, objectivity and dedication to the city's development.
He emphasized strengthening discipline, accountability and leadership innovation based on a governance approach focused on service and results, with citizens' satisfaction and wellbeing as the ultimate measure.
Thang affirmed his commitment to fully absorb directives from Tran Cam Tu and work with the Hanoi Party Committee leadership to effectively carry out assigned tasks.
He expressed gratitude to previous leaders, especially Nguyen Duy Ngoc, for his significant contributions and wished him continued success.
"With a thousand-year tradition, strong unity and determination, along with the support of central leadership, the Politburo, the Secretariat and especially General Secretary and President To Lam, Hanoi will achieve its goal of becoming a civilized, modern and happy capital," Thang said.
Speaking at the conference, Politburo member, Secretary of the Party Central Committee and Head of the Central Party Committee's Organization Commission Nguyen Duy Ngoc reflected on his time working in Hanoi as meaningful and significant.
He stated that he devoted his efforts to contributing to the city's development.
Under the guidance of the Politburo and the Secretariat and with support from the National Assembly and the Government, the city leadership has defined three development pillars and four responsibility axes connecting all levels.
These orientations have produced initial positive changes and strengthened confidence in a clear development path.

He stressed that beyond measurable results, the most valuable outcome is the strengthened spirit of responsibility and action.

Ngoc noted that Hanoi still faces major challenges requiring innovative approaches, strong determination and broad consensus.
He expressed confidence that under Tran Duc Thang's leadership, Hanoi will achieve stronger development in the coming period.
He also expressed hope that ongoing initiatives will continue to be implemented more effectively and efficiently for the benefit of residents and the city's future.
In his new role, Ngoc stated that he will continue contributing to central leadership decisions, including major policies related to Hanoi.
He affirmed that his responsibility toward the capital remains strong and that he will continue to support and coordinate with the city.
Previously, the Politburo decided that Nguyen Duy Ngoc would step down as Hanoi Party Secretary and leave the Hanoi Party Committee's Executive Committee and Standing Board.
He was assigned to the Secretariat of the 14th term and appointed as Head of the Central Party Committee's Organization Commission, Head of the Central Party Committee's Internal Political Protection Subcommittee, Deputy Head of the Central Party Committee's Steering Committee on anti-corruption and waste prevention and Standing Deputy Head of the Central Party Committee's Steering Committee on science, technology, innovation and digital transformation.
