Under the plan, the campaign will run from April 15 to May 15, 2026 across the entire city. It marks a peak period to strengthen communication, education, and awareness, while reinforcing the responsibility and action of Party committees, organizations, officials, and residents in ensuring food safety and security.
The campaign also aims to enhance the accountability of organizations, individuals, and businesses in complying with food safety regulations, while promptly publicizing safe, high-quality food supply chains and identifying violating establishments or those posing potential risks.
The city will intensify inspection and supervision of food safety practices, strictly preventing and handling violations, especially in food service establishments, collective kitchens, and street food operations. Authorities will also promote the role of local governments, regulatory agencies, socio-political organizations, and consumers in monitoring compliance with food safety laws.
At the same time, Hanoi will strengthen its capacity for prevention, early detection, and response to food poisoning and foodborne diseases at collective kitchens, food service facilities, and street food locations, minimizing risks from unsafe food consumption.
Key activities
In addition to routine food safety work, the 2026 Action Month serves as a major annual highlight, launching a citywide communication campaign to improve compliance with food safety regulations in production and business activities, reduce violations, and proactively prevent food contamination and large-scale food poisoning incidents.
Responsibility will be assigned clearly to commune- and ward-level People's Committees to direct and allocate resources for food safety management. The campaign will also enhance coordination among local authorities, functional agencies, and socio-political organizations, while promoting a sense of responsibility among producers, businesses, and consumers toward community health.
With the 2026 theme, the city plans to organize a conference between April 13 and 17, 2026, combining in-person and online formats, to review progress in addressing food safety bottlenecks and officially launch the Action Month.
Media agencies at both city and central levels will be mobilized to support the campaign, disseminate food safety laws, provide knowledge on preventing food poisoning, highlight best practices and innovations, and publicly expose serious violations.
The city will also coordinate with the Vietnam Fatherland Front Committee of Hanoi and its member organizations to continue promoting national programs on safe agricultural and food production, including initiatives on clean, organic, and high-tech agriculture, and supply chain development to ensure food safety from production to consumption.
Three inter-agency inspection teams, led by leaders of the Departments of Health, Agriculture and Environment, and Industry and Trade, will be established to conduct both scheduled and surprise inspections of local implementation and food production and business facilities.
At the grassroots level, communes and wards will organize launch events or other suitable activities based on local conditions, while deploying communication campaigns through loudspeaker systems and digital platforms to disseminate policies, legal regulations, and food safety knowledge.
Authorities will also guide food establishments not subject to mandatory certification to sign food safety commitments, while requiring all facilities to publicly disclose product origins and relevant food safety certificates or commitments to customers.
The campaign is expected to create a stronger shift in awareness and behavior, contributing to a safer and more transparent food system across Hanoi.
