Accordingly, to ensure effective implementation of the 2025 Law on Drug Prevention and Control, the Hanoi People's Committee requires departments, agencies, socio-political organizations, and commune and ward authorities to widely disseminate and thoroughly implement the law.
Priority will be given to regulations on managing individuals who illegally use drugs, drug detoxification and post-detoxification management, and the control of lawful activities related to narcotics.
The city will strengthen inspection, supervision, and monitoring to ensure the law is effectively enforced across all agencies and units. The leadership role of Party committees at all levels will be promoted, together with the management and direction of authorities, departments, sectors, and socio-political organizations in drug prevention and control.
Heads of Party committees and local governments will also be held accountable for drug-related issues in the areas and units under their responsibility.
From the first quarter of 2026, the Hanoi Department of Public Security, the Department of Health, the Department of Education and Training, and the Department of Justice will coordinate with the Vietnam Fatherland Front Committee of Hanoi, the Department of Culture and Sports, and other relevant departments, agencies, and commune and ward authorities to disseminate the 2025 Law on Drug Prevention and Control and related implementing documents.
These activities include organizing training sessions on the law and its detailed regulations to improve responsibility and ensure a unified understanding among officials responsible for management and those directly involved in drug prevention and control work.
Authorities will compile legal communication materials suitable for Hanoi's local conditions and distribute them to agencies and localities.
Communication methods will also be renewed through short films conveying messages about the 2025 Law on Drug Prevention and Control. Social media platforms, online spaces, and the participation of influential public figures will be effectively used to spread communication messages, forming a citywide campaign titled "Hanoi – One Determination for a Drug-Free Community."
Competitions will be organized to promote awareness and understanding of the law among high school students, Youth Union members, student associations at universities and colleges, volunteers from social work teams, young people in communes and wards, and trainees at public drug detoxification centers.
Competitions for composing songs and rallying chants promoting drug prevention and control will also be held.
The Hanoi Department of Public Security and commune and ward authorities will coordinate with the Vietnam Fatherland Front Committee of Hanoi, the Hanoi Department of Health, the Hanoi People's Procuracy, and the Hanoi People's Court to regularly review, compile statistics, and create accurate lists of drug addicts, illegal drug users, and individuals under post-detoxification management, while applying strict monitoring measures.
In the second quarter of 2026, the Hanoi Department of Public Security, the Department of Health, the Department of Finance, and the Department of Justice will coordinate with relevant departments and agencies to review and propose amendments or additions to legal documents on drug prevention and control in accordance with the 2025 law.
Authorities will also review and revise, supplement, issue new regulations, or replace existing documents related to drug prevention, drug detoxification, and post-detoxification management.
The Hanoi Department of Public Security and the Department of Health will work with relevant agencies to organize training programs to strengthen the capacity of specialized forces responsible for drug prevention and control.
Authorities will review and supplement resources, organize training for qualified doctors and medical personnel authorized to determine drug addiction status, and propose investment in equipment for grassroots-level facilities.
From the third quarter of 2026, the Hanoi Department of Public Security will coordinate with relevant agencies to develop a network plan for drug detoxification service facilities, including public and private centers. Medium- and long-term plans will also be developed to invest in upgrading, expanding, or building new detoxification facilities in the city, especially public detoxification centers, in accordance with guidance from the Ministry of Public Security.
The Hanoi Department of Public Security will also coordinate with the Department of Finance, relevant agencies, and commune and ward authorities to allocate resources and funding for drug prevention and control activities. These include proactive screening for new illegal drug users in the community through drug testing kits and supporting vocational training, job creation, and access to loans for individuals after detoxification to prevent relapse and illegal drug use.
Each year, the Hanoi Department of Public Security, the Department of Education and Training, the Vietnam Fatherland Front Committee of Hanoi, and commune and ward authorities will develop and expand effective models in drug prevention and control, particularly in supporting people after detoxification to reintegrate into the community and prevent relapse.
The city will also promote the "All People Protect National Security" movement, encouraging residents to actively report drug crimes and drug-related social evils. Authorities will promote the effectiveness of the Hanoi Police hotline 0705.13.13.13 for receiving information and reports on drug crimes.
At the same time, models such as drug-free villages, residential areas, communes, wards, and schools will be developed and expanded across the city.
