The plan aims to ensure the best implementation of children's rights, provide comprehensive care for children in special circumstances, minimize the number of newly abandoned children, and ensure that every child is received, cared for safely, and integrated into society.
It also promotes a strong shift toward a family and community-based care model, clearly demonstrating the role and responsibility of the political system for the best interests of children and the sustainable development of the capital.
At the same time, the plan requires that 100% of children in special circumstances receive care and support through various forms and fully benefit from policies issued by the central government and the city in accordance with regulations.
All abandoned children, after being received, must be assigned identification codes and updated in the population database so they can immediately access social welfare policies.
Every abandoned child, once identified, must be promptly received and supported, with legal documentation established, health screenings conducted, and connections made to appropriate medical and educational services.
The city also aims to minimize the number of newly abandoned children each year. In addition, 100% of children with disabilities must have early access to healthcare, education, and social welfare services.
Key tasks and solutions
Disseminating and concretizing Directive No. 07-CT/TU dated February 12, 2026, issued by the Standing Committee of the Hanoi Party Committee
The city will strengthen the leadership role of Party committees at all levels and the direction of local authorities in caring for and protecting children in special circumstances. Authorities will continue issuing timely and comprehensive directives related to this work.
Clear responsibilities will be defined for leadership, management, and the exemplary role of heads of Party committees, local governments, officials, civil servants, and public employees. Officials, Party members, and members of organizations are encouraged to take the lead in providing foster care for children, helping spread humane and compassionate actions throughout the community and society.
Improving efficiency and innovating models for the care and protection of children in special circumstances
Authorities will review and accurately identify the number of children in the 14 categories of special circumstances defined by the Law on Children across the city in order to develop effective support and intervention solutions.
The city will gradually shift from centralized institutional care to family and community-based care models. Under the "small house – small group" approach, each group of children will be associated with a stable caregiver, creating a family-like environment that is more suitable for children's psychological development.
Hanoi will also develop and expand models such as "godmother support," "peaceful homes," "trusted addresses," and "for our younger generation."
Communication campaigns and training sessions will be organized on children's rights, adolescent reproductive health, alternative care models, and policies for households and individuals who care for children without caregivers in the community. Guidance will also be provided on procedures for transferring children from social protection centers to families or individuals providing alternative care.
Public communication will also promote the National Child Protection Hotline (111) and the emergency support hotline of the Hanoi Center for Social Work and the Hanoi Children's Protection Fund (0243.22.33.111). These channels allow residents to report child abuse or seek consultation and assistance.
The city will also recognize and commend effective initiatives, models, and outstanding individuals and families involved in caring for and protecting children in special circumstances or providing foster care.
Authorities will digitize and manage records of abandoned children and connect this information with the population database.
A coordinated process will be established and implemented, covering the entire chain from detection and reception to initial care for abandoned children, ensuring that all abandoned children receive immediate support from the earliest stage.
The city will improve the operational effectiveness and service quality of child protection service providers in communities, schools, and hospitals. Activities will include psychological counseling, legal counseling, and reproductive health care for high-risk groups such as students, pregnant women facing unintended pregnancies, single mothers, families experiencing breakdown, and migrant workers facing life difficulties.
Social resources will be mobilized to participate in the care and protection of children in special circumstances and provide alternative care for abandoned children. Socio-economic support will also be provided to high-risk groups.
Communication activities and training will also be organized on policies for children with disabilities, caregiving skills, rehabilitation health care, prenatal and newborn screening programs, and early detection and intervention for children with disabilities.
Strengthening inter-sectoral coordination in caring for and protecting children in special circumstances
The city will strengthen the effectiveness of the network of child protection collaborators in communes and wards, particularly in reviewing, monitoring, receiving reports, intervening, and providing support to children in special circumstances. At the same time, the participation of socio-political organizations will be further promoted, especially the Women's Union and the Youth Union.
