Hanoi promotes regulations and policies to attract talented people

Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has signed and issued Plan No. 92/KH-UBND, dated March 9, 2026, on implementing the Resolution of the Hanoi People's Council promulgating regulations on mechanisms and policies to attract and make effective use of talented people in Hanoi.

The implementation of Resolution No. 92/2026/NQ-HDND aims to create a breakthrough in attracting and making effective use of talented people for Hanoi, contributing to the development of a high-quality workforce and serving as a pillar of the "development-enabling capital" model.

The city seeks to identify, select, and attract talented individuals who meet the requirements of the new period. It also aims to build a professional, modern, and highly competitive working environment, creating the most favorable conditions for talented individuals to fully develop their abilities and strengths and contribute to the city's socioeconomic development.

To ensure effective implementation, agencies and units are required to use appropriate forms of communication to widely and thoroughly disseminate the contents of Resolution No. 92/2026/NQ-HDND to all officials, civil servants, public employees, workers, and residents.

The city requested the Hanoi Party Committee's Commission for Publicity, Education, and Mass Mobilization and the Hanoi Press and Radio-Television Agency to step up communication through the Party Committee's monthly internal bulletin and special reference materials, the Hanoi Party Committee's official website, the city's electronic Party member handbook, and mass media outlets.

The city will also coordinate with diplomatic representative agencies, overseas student associations, research institutes, universities, and other organizations to spread the policy to overseas Vietnamese communities and scientists.

The Hanoi People's Committee will issue operating regulations for the city-level Council for Selecting Talented People, procedures for evaluating effectiveness, and regulations on reimbursement of funding for those recruited and appointed under the policy.

The city will focus on developing and issuing a full set of regulations and detailed guidelines to concretize policies on attracting and making effective use of talented people. 

Priority will be given to establishing operating regulations for both city-level and grassroots selection councils to ensure transparency and objectivity. At the same time, the city will issue procedures for evaluating the effectiveness of talented people's contributions and a strict reimbursement mechanism, creating a solid legal basis for practical and smooth policy management and operation.

The city is determined to renew the working environment by creating a “sandbox” mechanism that allows talented people to fully promote their creative thinking. Hanoi will proactively present major practical problems to be solved and provide sufficient resources and coordination mechanisms.

The city will also focus on building a comprehensive ecosystem linked to establishing a database of talented people in Hanoi, ensuring connectivity and synchronization with the national database. It will implement the project on a new development model associated with labor market restructuring and the attraction and effective use of talented people to establish a double-digit growth model for the capital.

Hanoi will fulfill its commitments on welfare policies through a system of guidelines on financial support procedures, priority housing policies, and healthcare and education benefits for talented people and their family members. 

Along with outstanding financial support, ensuring welfare conditions is not only a form of preferential treatment but also an affirmation of the capital's desire for and recognition of the contributions made by talented people.

Each year, agencies and units will coordinate and cooperate with organizations and professional recruitment consultants to identify, reach out to, and persuade talented people both inside and outside Vietnam. The proactive search for and nomination of talented people will also be included as a criterion in evaluating the leadership capacity of heads of agencies and units.

Specific quantitative targets and indicators will be established together with regular inspection and supervision as a basis for evaluating the actual capacity and contributions of talented people, optimizing the city's resources, and motivating talented individuals to achieve accomplishments, awards, and practical solutions in line with the capital's development orientation in the new period.

The implementation of the policies set out in the Resolution will be inspected and supervised in accordance with regulations.
