The Hanoi People's Committee on July 14 held a citywide conference to disseminate and provide in-depth training on the new Law on Fire Prevention, Firefighting, and Rescue, along with related government decrees and ministerial circulars.
The event was attended by Colonel Hoang Ngoc Huynh, Deputy Director of the Fire Prevention and Rescue Police Department under the Ministry of Public Security, Major General Nguyen Hong Ky, Deputy Director of the Hanoi Police Department, and representatives from various departments and agencies.
The conference was held both in person at the Hanoi People's Committee headquarters and online across all 126 local communes and wards.
In his opening remarks, Major General Nguyen Hong Ky noted that the new law, along with the government's decree and the ministerial guidance from the Ministry of Public Security, officially took effect on July 1, 2025.
The legislation includes several new provisions that apply not only to public security forces but also to all agencies, organizations, and individuals involved in fire safety and rescue efforts.
On June 28, the Hanoi Police Department conducted intensive legal training for 100% of its officers and staff working in fire prevention and rescue.
Building on that effort, the current conference focused on providing detailed instructions to local authorities and departments – particularly those with responsibilities in state management of fire prevention and rescue under the new legal framework.
The training covered three key areas: the responsibilities of departments and local governments in fire safety and rescue, guidelines on the fire safety design appraisal process by construction authorities at central, provincial, and local levels, and guidance on state management in fire safety, including the assignment of responsibilities across these three levels.
Based on the training content, the Hanoi Police urged leaders of city departments and local authorities to promptly implement several key measures.
These include continuing to carry out and report on fire safety and rescue tasks as assigned in city directives, plans, and official documents, and strengthening public awareness campaigns to foster a citywide movement in fire prevention and rescue.
A core objective is to encourage 100% of households to install early fire warning systems, equip fire extinguishers, create second escape routes, and obtain basic emergency tools such as gas masks and escape ladders.
Authorities also called for persistent outreach to discourage people from living or operating businesses in facilities or rental units that do not meet fire safety standards.
To support these efforts, the Hanoi Police Department have issued Official Dispatch No. 3980 outlining specific tasks for fire prevention under the new law, and a follow-up dispatch (No. 4527) issued on July 3 to share updated information and ensure effective implementation.
At the commune and ward level, local governments are instructed to fully oversee fire safety and rescue operations in their jurisdictions in accordance with the new law and Government Decree No. 105/2025/ND-CP.
They are also responsible for conducting thorough surveys to identify and classify facilities that fall under Appendix I of the decree, thereby ensuring proper state oversight and regulation.
The city's Fire Prevention and Rescue Police Department will continue to coordinate with departments and local authorities to guide and support implementation.
This includes helping resolve challenges on the ground and reporting issues beyond their jurisdiction to the Hanoi government for timely action.
