This initiative aims to enhance the city's culture and people, supporting sustainable national growth. It aligns with the objectives of Program No. 06-CTr/TU (March 17, 2021) from the Hanoi Party Committee and Plan No. 176/KH-UBND (July 30, 2021) from the City People's Committee. The goal is to raise awareness and actively implement decentralization in managing, preserving, and promoting the value of historical and cultural relics and landmarks through 2025 and beyond. The plan also underscores the responsibilities of organizations and individuals in protecting these relics, as well as the vital role of local communities in monitoring and overseeing preservation efforts.
At the same time, it seeks to enhance inspection and supervision while addressing existing limitations in the management and restoration of cultural and historical relics. It calls for mobilizing social resources to preserve cultural heritage and spread awareness among all levels of society, especially for world heritage sites, national special relics, revolutionary sites, and deteriorating monuments at risk of collapse. Investment and restoration efforts must comply with current legal regulations and city policies. Ultimately, the goal is to cultivate a sense of community responsibility in managing and promoting the value of historical and cultural sites while preserving Hanoi's unique cultural identity.
Key implementation areas include (1) Heritage Planning: Develop plans for the conservation, restoration, and maintenance of national special relics, national clusters of relics, and city-level relics, forming interconnected historical, cultural, and aesthetic complexes in the same geographical area. (2) Restoration Projects: Follow the roadmap for restoring historical and cultural relics, architectural landmarks, and scenic spots, especially national and significant city-level relics. (3) Museum Enhancements: Carry out projects to update exhibition content, upgrade equipment, and improve display systems at Hanoi Museum. (4) Cultural Heritage Protection Programs: Design and implement programs to safeguard and promote the value of cultural heritage. (5) Technology Integration: Apply information technology in managing cultural heritage. (6) Workforce Development: Enhance the quality of human resources in cultural heritage preservation. (7) Cultural Heritage Promotion: Increase awareness, promotion, and outreach of cultural heritage.
Key Measures:
Raising Legal Awareness: Increase training on cultural heritage laws and regulations through media and interactive programs. Coordinate with press agencies to promote awareness.
Mobilizing Resources: Encourage support from organizations and individuals for the preservation and promotion of cultural heritage. Promote partnerships with domestic and international entities for heritage investment, including seeking international support.
Resource Management and Supervision: The Department of Culture and Sports will work with local authorities to review heritage sites needing restoration, build suitable plans and budgets, and ensure proper oversight to prevent misuse of resources. Public involvement and transparency will be key in monitoring the implementation process.
International Cooperation: Strengthen exchanges with international experts and institutions to learn from global best practices in cultural heritage preservation.
The City People's Committee has tasked the Department of Culture and Sports with coordinating implementation and ensuring accuracy in data, timelines, and outcomes. The department will work with district and local authorities to assess and prioritize the restoration of key heritage sites. District authorities are responsible for managing local projects, ensuring effective use of funds, and preventing any financial misuse. Furthermore, all relevant agencies are required to align their activities with the overall cultural preservation plan and related projects.
The City emphasizes the importance of ensuring the plan's relevance and effectiveness, linking it with Hanoi's socio-economic development goals. Broad public participation is encouraged, along with the promotion of Hanoi's cultural heritage both domestically and internationally. The plan aims to restore historical and cultural landmarks to high standards, contributing to local education, economic development, and tourism.
