Hanoi launches "Three Best" emulation campaign

Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan has signed and issued Plan No. 130/KH-UBND dated March 31, 2026, on launching the emulation campaign "Three Best: Most Disciplined, Most Loyal, Closest to the People" across Hanoi.

The plan aims to mobilize the synergy of the capital's entire political system, engaging departments, agencies, mass organizations, and local governments at all levels, alongside the Hanoi Police, to implement the emulation campaign "Three Best: Most Disciplined, Most Loyal, Closest to the People," contributing to maintaining political security, social order, and safety, thereby creating a stable environment to facilitate the capital's socio-economic development.

The campaign seeks to extensively promote the spirit of "Discipline, Loyalty, and Closeness to the People" among officials, civil servants, public employees, police officers, and residents; to foster a working style that is disciplined, honest, dedicated, and people-centric; and to consider public satisfaction and trust as the primary metric for evaluating the campaign's results.

The "Three Best" campaign will be integrated with the city's key programs, plans, tasks, and emulation movements, thereby improving the effectiveness of science and technology development, innovation, digital transformation, administrative reform, the development of a service-oriented government, and the building of a truly clean, strong, disciplined, elite, and modern capital police force.

Implementation must be practical, synchronized, focused, and effective, closely aligned with political tasks, professional duties, and the socio-economic development of each agency, unit, and locality. 

Participants encompass collectives and individuals within the People's Public Security forces, the Vietnam Fatherland Front, socio-political organizations, departments, agencies, city-level units, and local administrations at all levels, as well as officials, civil servants, and workers.

Key tasks

The campaign will focus on communication and awareness activities to promote the role and significance of the emulation movement among departments, agencies, local authorities, and the public.

It will also involve developing coordination regulations and joint programs between the Vietnam Fatherland Front Committee of the city, socio-political organizations, departments, agencies, local authorities, and the Hanoi Police in performing assigned tasks.

Agencies will coordinate to improve the effectiveness and efficiency of state management in crime prevention and law enforcement, urban management, traffic management, fire prevention and firefighting; and to effectively utilize population databases, electronic identification, and digital transformation applications. 

Coordination will also be strengthened to promote patriotic emulation movements linked with the "All People Protect National Security" movement and the "For National Security" movement in residential areas, agencies, businesses, and schools. Models such as "Safe Residential Groups," "Safe Enterprises – Secure Workers," and "Fire Prevention Inter-household Groups" will continue to be implemented.

Authorities will focus on cultivating new models, initiatives, and effective practices, encouraging broad participation from the political system and the public, while improving coordination with the police in addressing the legitimate needs and aspirations of citizens and businesses. 

The campaign will also be promoted throughout administrative agencies and public service units under the Hanoi People's Committee, with the goal of building a capital civil service that is disciplined, responsible, and people-oriented.

Commendation and rewards will be conducted annually, with a mid-term review in 2028 and a final review in 2030. Various forms of recognition will be granted, including certificates of merit from the Chairman of the Hanoi People's Committee and commendations from agencies and units. Outstanding collectives and individuals with effective initiatives and models will be recognized and replicated.

The Hanoi People's Committee has assigned the Hanoi Police as the standing agency responsible for monitoring, urging implementation, and summarizing results, while coordinating with departments, agencies, and local authorities to ensure the campaign is implemented in a practical and effective manner.

The project will be implemented in coordination with other major infrastructure developments such as the expansion of National Highway 1A, urban railway systems and high-speed railways, creating strong momentum for modern urban development in southern Hanoi.
