Reporting on security and public order measures during the rehearsal, Lieutenant Colonel Nguyen Phuong Khanh, Deputy Head of the Department of Staff, said that under directives from the Hanoi Police leadership, units in recent weeks had thoroughly disseminated and synchronously implemented key tasks related to ensuring security and public order for the Congress.
The core requirement, he stressed, was to guarantee absolute safety and security throughout all rehearsal activities, particularly those covered by key protection plans.
According to the report, Hanoi Police proactively coordinated with relevant units to share information and deploy security forces at key areas, routes, and targets. Response scenarios were developed and agreed upon to address potential complex situations, ensuring timely, procedure-based handling without passivity or surprise.
Escort operations and traffic diversion plans were prepared in detail and closely aligned with on-the-ground conditions, while regular patrol and control activities were maintained, focusing on routes, areas, and targets associated with Congress-related activities.
Alongside achieved results, the report also candidly pointed out several issues that require continued review and rectification to improve implementation quality during the final phase.
The objective is to ensure that every stage and task is carried out in a tight, unified and disciplined manner, meeting the demands of safeguarding a particularly important political event for the country.

Dat acknowledged the efforts and preparations of all forces and stressed that experience from previous major events shows that shortcomings in preparation, organization, coordination or operational execution could pose safety risks.
The Deputy Minister required that the highest priority be absolute security and safety for the Congress and its delegates. Forces must proactively prevent risks early and from afar and not allow hostile elements to exploit the situation to cause disruption, sabotage or incitement.
Reviews of plans must be specific and detailed, clearly defining responsibilities for individuals and units, ensuring readiness to handle complex situations. At the same time, operations must be managed scientifically, with smooth coordination and uninterrupted information flow from the grassroots level to command at all levels.

In addition to the requirement for absolute security and safety, the Deputy Minister noted that implementation must be balanced to minimize disruption to the daily lives of residents. Information management and communication work must be handled well to ensure objective, accurate and properly oriented reporting, avoiding public anxiety.
Chaired by Colonel Nguyen Tien Dat, representatives of Hanoi Police units focused on practical issues and proposed solutions to further refine organizational plans, vehicle management, and escort operations.
Discussions centered on flexible traffic diversion measures to maintain order and safety on key routes, enhanced coordination among forces, uninterrupted communications to support command and control, and adequate logistics, equipment, and force deployment at critical positions to ensure officers can perform their duties with confidence.
Representatives from the Ministry of Public Security and the Ministry of National Defense also provided input, concentrating on implementation solutions to ensure absolute security and safety for the Congress.
They emphasized the need for traffic diversion plans that reflect real conditions and balance security tasks with daily life, tight and unified management of motorcades and vehicle formations, stronger inter-force coordination, continuous duty and communications and proactive contingency planning.
All responses must strictly follow procedures, with timely reporting to competent authorities and no unilateral adjustments. The delegates agreed that ensuring security and public order for the Congress is a particularly important political task that requires a high level of organization, command and coordination.
They recommended that the Hanoi Police fully absorb the feedback, continue reviewing and refining plans and deploy them rigorously and scientifically to ensure absolute safety for the Congress.
In his concluding remarks, Colonel Dat stressed that the meeting clarified achieved results, issues requiring further lessons learned and many practical solutions. With limited preparation time remaining, he instructed all forces to avoid any complacency and prevent even the smallest lapse.
Units must focus on reviewing and correcting force deployment, assigning officers to the right positions and tasks at key areas and delegate accommodations, strictly observing regulations, protocols and professional conduct and fully complying with information and reporting requirements to ensure uninterrupted command. Further instrustions are made for units to continue refining the overall plan in a synchronized and tight manner, strengthen patrols, controls and area management and proactively prevent risks early and from afar.
Communication activities must be managed in accordance with regulations, with close monitoring of key areas and facilities to help maintain stability during the peak period. For escort duties and traffic safety, functional forces were assigned to lead coordination with relevant units to further review and finalize escort and diversion scenarios.
Operations must be flexible and scientific, minimizing impacts on daily travel and activities of residents and remaining ready to handle emerging situations. Adequate logistics, equipment and communications must be ensured for all on-duty forces, alongside stronger inspections of discipline and order across the entire force.
Emphasizing the requirement for a final comprehensive review and refinement of all plans, Colonel Dat called on relevant units to coordinate closely and unify the overall approach, ensuring readiness to enter the peak implementation phase. He reaffirmed the determination to guarantee absolute security and safety for the 14th National Congress of the Communist Party of Vietnam.
