Recognizing the 14th National Party Congress as a particularly important political task, the Hanoi Police proactively developed and organized a comprehensive drill covering security, public order and traffic safety. Within this framework, motorcade escort and traffic diversion arrangements were carefully and rigorously prepared.

The drill involved full participation from police and military forces, with the traffic police playing a core role in escorting and receiving delegations from hotel clusters and accommodation sites to the National Convention Center in Tu Liem Ward, Hanoi and to other venues hosting related activities. Escort operations were carried out strictly in accordance with approved plans, ensuring safety, punctuality and the maintenance of traffic order and discipline on each route.
Alongside this, grassroots police forces were reinforced at event venues, delegate accommodation areas and along motorcade routes.
Commune and ward police closely monitored local conditions and coordinated tightly with traffic police, mobile police and other functional forces in patrol and control activities. This coordination ensured security and public order and enabled early detection and handling of emerging situations at the grassroots level without passivity or surprise.

Through the drill, the Hanoi Department of Public Security assessed the level of coordination among forces and tested the feasibility of security, public order and traffic safety plans. Based on the results, plans will continue to be refined to ensure readiness for effective deployment when the 14th National Party Congress officially takes place, guaranteeing absolute security and safety and contributing to the overall success of the Congress.
Earlier, to ensure traffic order and safety in service of the Congress, the Hanoi Police had implemented traffic diversion measures on multiple key routes.
Specifically, during the time periods from 05:30 to 11:30 on January 14, 2026 and from 06:00 to 08:30, from 10:30 to 12:00, from 13:00 to 14:00 and from 16:00 to 19:00 on January 19 to January 25, 2026, all standard cargo trucks, specialized trucks and passenger vehicles with 16 seats or more were temporarily prohibited from operating on many roads around the National Convention Center and along motorcade routes. Exemptions applied to vehicles serving the Congress, vehicles with security permits, buses, environmental sanitation vehicles and emergency response vehicles.

On several other routes, functional forces imposed traffic restrictions on the above vehicle types to reduce traffic density and ensure safety for delegate movements. On the elevated Ring Road 3 section from Thang Long Bridge to the intersection with National Highway 5A, from 06:00 to 21:00 on January 19 to January 25, 2026, vehicles with a permitted gross weight of 10,000 kilograms or more were temporarily prohibited from operating, except for vehicles serving the Congress, vehicles with security permits and priority vehicles performing emergency duties.
The municipal Department of Public Security called on road users to comply with traffic diversion regulations, proactively choose appropriate routes and travel times and support police forces in fulfilling their duties.
