In recent times, the Hanoi Department of Public Security has deployed multiple surveillance camera systems, including AI-powered cameras, to detect and handle violations in accordance with the law and gradually improve public compliance.
These efforts are in line with directives of the Party, the State, and the Ministry of Public Security on applying science, technology, innovation, and digital transformation to enhance state management of traffic safety, urban order, and environmental sanitation.
AI camera system integrates multiple smart features
Since December 13, 2025, the Hanoi Department of Public Security has officially put into operation an AI camera system with about 1,837 cameras installed at key locations along 25 streets and 195 major intersections where risks of traffic and urban order violations are high.
The AI camera system features automatic traffic data collection and real-time traffic signal control to help reduce congestion. It can also automatically establish coordinated "green waves" across routes for priority vehicles and motorcades to optimize traffic flow.
The AI cameras automatically analyze, detect and record violations and support the handling of 28 common traffic offenses, including illegal stopping and parking, wrong-way driving, running red lights and riding without helmets.
The system records clear images and video clips with full information on time and location to serve as legal evidence.
With this new AI system, command and operations centers under the Hanoi Department of Public Security now operate about 3,000 cameras in total, in addition to camera systems at ward and commune police monitoring centers.
Beyond the 1,837 AI cameras, other surveillance camera systems of the Hanoi Department of Public Security also capture violations related to traffic safety, urban order and environmental sanitation, providing a basis for review, classification, verification and handling under regulations.
Timely violation handling helps reduce congestion
After one month of operation, from December 13, 2025 to January 12, 2026, the AI camera system recorded, reviewed and verified images of 6,351 cases eligible for issuing violation notices for automated enforcement.
Among these, failure to obey traffic lights accounted for 4,215 cases, or 66.36%, including 1,962 cars and 2,253 motorcycles. Helmet violations accounted for 2,053 cases, or 32.32%. Other violations included illegal stopping and parking and failure to wear seat belts.
To reduce administrative procedures and facilitate public access, the Hanoi Department of Public Security has built and publicized a fully online process for handling administrative violations in road traffic safety through the iHanoi digital citizen application, without requiring in-person visits to police offices.
At the same time, the application of intelligent traffic signal control solutions at streets and intersections equipped with AI cameras has delivered clear improvements.
On one-way roads, travel speeds increased and travel times dropped by 31% to 36.8%, while vehicle throughput at intersections rose by 13% to 18.88%.
On two-way roads with heavy traffic density and closely spaced intersections, average travel times decreased by 20% to 25% and vehicle throughput increased by 8% to 15%.

Alongside automated detection, the Hanoi Department of Public Security has deployed staff on duty 24/7 at city-level command centers and ward and commune camera monitoring centers for direct supervision.
Operations centers promptly detect violations, identify congestion risks and notify traffic police and order police on site to handle violations, regulate traffic and ensure smooth travel for residents.
These results show that surveillance and AI camera systems have delivered clear effectiveness, supported objective and timely enforcement and contributed to congestion reduction.
AI cameras help raise legal compliance awareness
The Hanoi Department of Public Security affirmed that the core principle of deploying surveillance and AI cameras focuses on prevention.
Technology supports early risk identification, timely violation detection and minimization of violations and traffic congestion.
The city aims to build a disciplined, safe, civilized, clean and beautiful urban environment, with residents at the center as participants, supervisors and beneficiaries.
The camera system does not aim to increase penalties. Instead, it creates a communication and deterrence effect that encourages voluntary compliance and fosters sustainable law-abiding habits.
Previously, violations at some routes and intersections decreased only when officers were present and returned once inspections ended.
Continuous, uniform monitoring regardless of time or weather now maintains consistent management and shifts behavior from reactive compliance to voluntary compliance.

Transparency in enforcement spreads positive behavior and good practices
Beyond traffic enforcement, the Hanoi Department of Public Security has expanded camera use to address violations such as illegal parking, sidewalk and roadway encroachment, unauthorized street vending, illegal canopies and signage, improper waste collection and disposal, illegal wastewater discharge and littering in public areas.
Camera-recorded images provide objective evidence, reduce disputes with enforcement officers, build social consensus, limit opposing opinions and strengthen public trust in the rule of law and the police's service-oriented mission.
In addition to detecting violations, AI cameras help authorities identify positive examples of legal compliance, such as civilized streets and effective community-based urban order models, enabling timely recognition through official channels.
