On December 13, at a conference of the 18th Hanoi Party Committee Executive Board, Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan presented a report on the investment policy for implementing the Olympic Sports Urban Area construction project.
He said the project aims to form a synchronized sports urban complex in southern Hanoi, with the capacity to host major continental and international sporting events such as the Asian Games and the Olympic Games.
The investment policy aligns with directives of the General Secretary during Politburo working sessions with the Hanoi Party Committee and closely follows key Politburo resolutions, including Resolution No. 59-NQ/TW dated January 24, 2025 on international integration; Resolution No. 68-NQ/TW dated May 4, 2025 on private sector development; and Resolution No. 72-NQ/TW dated September 9, 2025 on breakthrough solutions to strengthen public health protection and care.
The project also aligns with government decisions, resolutions and conclusions, reflecting close attention and direction from the central authorities and the Government toward developing nationally significant works in the capital.
Based on this foundation, the city appraisal council conducted an appraisal of the Olympic Sports Urban Area investment proposal.
The council submitted its appraisal report to the Chairman of the Hanoi People's Committee for consideration of the investment policy, including an initial independent sub-project consisting of a sports complex parking area in Zone B to serve the groundbreaking ceremony scheduled for December 19, 2025.
Preliminary total investment exceeds $35 billion
According to Standing Vice Chairman Duong Duc Tuan, the Olympic Sports Urban Area is a comprehensive investment project aimed at building a modern and integrated sports urban area that enables Hanoi to host major continental and international sporting events.

The project not only focuses on large-scale sports facilities but also integrates social and technical infrastructure within the study area and neighboring projects, ensuring consistency in architectural space, landscape organization and technical infrastructure.
The project also includes investment in housing and commercial facilities through sale, lease, rent-to-own and other forms permitted by law.
The project will span 11 communes: Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai and Dan Hoa.
The total project area covers about 9,171 hectares and will be divided into four component projects corresponding to the main zones.
Zone A will develop as a new urban area based on the transit-oriented development model and serve as a transport hub supporting the sports complex and international-standard stadium in Zone B.
Zone B will develop as a sports and service urban area linked to the sports complex, including the international-standard Trong Dong Stadium.
This zone includes the initial independent sub-project of the sports complex parking facility for the groundbreaking ceremony.
Zones C and D will continue developing as sports and service urban areas linked to the sports complex and international-standard stadiums, forming a modern, interconnected and multifunctional complex.

The project will accommodate an estimated population of about 751,000 people. The preliminary total investment stands at approximately VND925.6 trillion (US$35.2 billion), making it one of the largest investment projects ever implemented in the capital.
The sports complex and stadium are expected to be completed by the second quarter of 2030, while the entire project is scheduled for completion in 2035.
Duong Duc Tuan added that alongside the main project, the city plans to implement an initial independent sub-project consisting of the sports complex parking area in Zone B.
This sub-project covers about 2.1 hectares across Thuong Tin, Tam Hung, Thuong Phuc and Dan Hoa communes, with a preliminary investment of about VND72 billion ($2.7 million).
