On November 13, the Hanoi People's Council voted to relieve Tran Sy Thanh of his post as Chairman of the People's Committee after he was appointed by the Politburo as Head of the Central Inspection Commission.
Delegates then elected Nguyen Duc Trung, Vice Secretary of the Hanoi Party Committee, as Chairman of the Hanoi People's Committee for the 2021–2026 term.
Speaking at the session, Tran Sy Thanh said his three years and four months working in Hanoi was a special period. He described it as both a great honor and a time full of challenges and valuable lessons.
He said Hanoi has achieved important and broad progress through determined, coordinated, and creative action.
These achievements, he noted, represent the collective effort and dedication of generations of the city's officials, Party members, and residents, along with the guidance of the central government.
Thanh expressed gratitude to current and former leaders, the Standing Committee and Executive Board of the Hanoi Party Committee, the Hanoi People's Council, the Hanoi People's Committee, the Vietnam Fatherland Front Committee of Hanoi, delegates, voters, and the residents of Hanoi for their support during his tenure.
He expressed strong confidence that with unity, creativity, and determination, Hanoi would continue to progress and realize its vision of becoming a "civilized, modern, and happy capital."
After being elected, Chairman Nguyen Duc Trung thanked the Politburo, the Secretariat, the Hanoi Party Committee, the Hanoi People's Council, and local agencies for their trust, as well as the expectations placed on him by voters and residents.

He said the 18th Hanoi Party Congress for the 2025–2030 term set ambitious goals: by 2030, Hanoi must become a cultured, modern capital and a major national center of the economy, culture, education, health care, science, technology, and innovation. By 2045, Hanoi aims to become a globally connected city with high living standards and comprehensive, distinctive development.
As head of the administration, Trung said he would work with the Hanoi People's Committee leadership to study issues thoroughly, act decisively, and advance innovation. He pledged to think boldly, act boldly, and take responsibility to serve the people and drive the capital's development.
He committed to unity, integrity, and results, building on past achievements and addressing long-standing issues, guided by the 18th Hanoi Party Congress Resolution, Resolution 15 of the Politburo on Hanoi's development to 2030 with vision to 2045, the Capital Law, and the city's two major planning frameworks.
He said the immediate priority is to meet the 2025 socio-economic targets, especially achieving GRDP growth above 8%. He identified five core priorities:
First, fully implement the resolutions of the 18th Hanoi Party Congress and central strategic documents.
Hanoi will improve its two-tier local government model, strengthen delegation of authority, advance digital transformation, streamline procedures, and use public satisfaction as the key measure of performance.
Second, create breakthroughs in institutions to achieve growth above 11% in the next term, driven by science, technology, innovation, and full digital transformation.
The city aims to build a digital government, digital economy, and digital society, and become a national innovation hub. Education quality will remain a top priority.
Third, implement and refine the city's two strategic planning frameworks to address urban development challenges, including transport congestion, urban disorder, pollution, and flooding.
The city will invest in underground space, transport infrastructure, environmental works, education, health care, public spaces, social housing, and new growth areas.
Fourth, build a knowledge-based economy linked with Hanoi's cultural identity and promote green growth and the circular economy.
The city will protect and enhance the cultural values of Thang Long–Hanoi and ensure social welfare alongside economic growth.
Fifth, develop a modern governance model with a clean, professional, responsible, and innovative administration that puts citizens at the center.
He stressed discipline, integrity, aspiration, and accountability among officials and civil servants.
Trung said Hanoi's goals require not only determination from the administration but also the unity of the entire political system and every resident of the capital.
He expressed hope for continued support from central agencies, local governments nationwide, the city's leaders past and present, the media, civil servants, workers, and the people of Hanoi.
