On January 14, Duong Duc Tuan, member of the Standing Board of the Hanoi Party Committee and Standing Vice Chairman of the Hanoi People's Committee, attended the conference reviewing 2025 performance and setting tasks for 2026 of Hanoi Metro.
In 2025, Hanoi Metro operated nearly 162,000 train services with absolute safety and smooth performance, covering more than 1.75 million kilometers on two urban railway lines: Line 2A Cat Linh – Ha Dong and Line 3.1 Nhon – Hanoi Station (elevated section).
The company served more than 20.6 million passengers and earned nearly VND143 billion (US$5.4 million) in ticket revenue, exceeding the plan by 28.3%.
Revenue on Line 2A Cat Linh – Ha Dong reached VND97.8 billion ($3.7 million), up 26.6% against the plan and 29% compared with 2024, along with a recorded after-tax profit of VND22.7 billion ($864,000), a 47% increase year on year and paid VND16.5 billion to the state budget.
The company has taken over and initially managed the infrastructure of the two urban railway lines effectively under Government Decree No. 15.
Hanoi Metro also upgraded and put into operation an electronic ticketing system using digital identification, electronic authentication, biometric recognition and cashless payment on both lines, improving passenger service quality and strengthening corporate governance and state management.
In his remarks, Standing Vice Chairman Tuan praised the company's persistent efforts, unity and strong determination.
"These achievements form a solid foundation and key driving force for Hanoi Metro to enter 2026 and the 2026–2030 acceleration phase of urban railway development, contributing to the successful implementation of the 18th Hanoi Party Congress Resolution and the 14th National Party Congress Resolution," he said.
While acknowledging encouraging results, Tuan also pointed out that the company still faces many difficulties and challenges.
In 2025, Hanoi started construction of Metro Line No. 2 (Nam Thang Long – Tran Hung Dao) and Line No. 5 (Van Cao – Hoa Lac), which the city plans to put into operation before 2030.
These projects create major opportunities for growth but also pose significant challenges in preparing resources to receive, operate and maintain new urban railway lines.
The standing vice chairman emphasized that 2026 marks the first year of the country's 2026–2030 socio-economic development plan, targeting double-digit growth.
The Hanoi Party Committee and People's Committee have set a minimum GRDP growth target of 11% for 2026 and aim to maintain high growth in subsequent years, he said.
Tuan asked Hanoi Metro to focus on several key tasks.
First, the company must continue to operate the two existing lines with absolute safety and smooth service, while increasing passenger volume and revenue by more than 11% compared with 2025.

The company must strongly innovate transport operations based on market demand, place passengers at the center, enhance multimodal connectivity and make urban rail more accessible and convenient.
Second, the company's leadership must complete and submit for city approval a plan to consolidate the organizational model for the 2026–2030 period.
This plan should prioritize establishing a branch responsible for managing and maintaining urban railway infrastructure and a Training, Research and Development Center to prepare human resources for new lines and carry out scientific research, technology application and digital transformation.
Third, Hanoi Metro must strengthen its capacity to maintain and repair trains and equipment and prepare a project for mid-term overhaul of 13 train sets on Line 2A, linked with technology transfer and mastery of overhaul technologies.
Tuan assigned the company to prepare the capability to master operations and maintenance technologies for urban railways and to deploy integrated maintenance management solutions to ensure sufficient supplies for safe operations.
Fourth, the company must continue to implement Politburo Resolution No. 57 on breakthroughs in science, technology, innovation and digital transformation in a decisive and substantive manner.
It should accelerate digital corporate governance, apply management and operation software and expand domestic and international cooperation to gradually master advanced technologies.
Fifth, the company must effectively tap the potential of urban railway infrastructure to increase non-ticket revenue.
Hanoi Metro should also study the development of commercial spaces at stations to create modern urban ecosystems linked with public transport, attract passengers and boost rail usage.

Sixth, the company must work with city departments and relevant units to soon stabilize its headquarters and update business registration contents, gradually affirming the role of state-owned enterprises in Hanoi's socio-economic development.
At the same time, corporate governance rules must be completed, decentralization and authorization clarified, discipline strengthened and accountability of leaders tied to performance results.
Seventh, Hanoi Metro should proactively coordinate with relevant agencies to advise and propose solutions for developing a synchronized urban railway system and effectively implementing National Assembly Resolution No. 188/2025/QH15 on urban railway development, along with major orientations under study by the city leadership.
According to Tuan, 2026 offers a decisive moment for the company to accelerate, make breakthroughs and establish the Hanoi Metro brand as a leading urban railway infrastructure manager and operator nationwide, with growing international credibility, in line with Politburo Resolution No. 79-NQ/TW on developing the state economic sector.
He affirmed that the city government will create favorable conditions and promptly resolve difficulties to help the company fulfill its assigned production and business targets.
