On November 25, the Hanoi Party Committee and the Central Theoretical Council held a scientific conference at Le Hong Phong Cadre Training School themed "Building a culture of saving and anti-waste practices in Hanoi's agencies and units."
The conference was co-chaired by Dao Xuan Dung, Deputy Head of the Hanoi Party Committee's Commission for Publicity, Education and Mass Mobilization and Associate Professor Dr. Pham Minh Anh, Rector of Le Hong Phong Cadre Training School.
A core value of cultured, modern Hanoi
Opening the conference, Dung said Hanoi has focused on building a modern, disciplined and professional administration that serves the people as the city advances socio-economic development.
He noted that promoting a culture of saving and anti-waste practices reflects the values of a cultured and civilized Hanoi, measures the capacity of public governance and public-policy effectiveness and serves as a prerequisite for building a "cultured, civilized and modern" capital as set out in Resolution 15-NQ/TW.
He said discussions on "Building a culture of saving and anti-waste practices in Hanoi's agencies and units" carry both academic and socio-political significance.
The event highlights the city's scientific, responsible and reform-minded spirit as the country enters a new era.
The organizers received 25 academic papers from central agencies, universities, academies, research institutes, scientists and managers. These papers reflected strong interest and thoughtful contributions to the topic.
The submissions covered wide-ranging and in-depth issues, from theoretical frameworks to practical experiences and connected theory with practice.
Many papers proposed fresh solutions and breakthrough directions, openly identified shortcomings and suggested ways to address them.
The organizers said they expected the conference to yield practical and feasible solutions that improve the city's efforts to build a culture of saving and anti-waste practices, aligned with the goals of the 18th Hanoi Party Congress.
Many practical ideas and solutions for Hanoi
At the event, Dr. Pham Van Minh of the Ho Chi Minh National Academy of Politics presented a paper on "Ho Chi Minh's ideology on building a culture of saving and anti-waste practices."
He clarified President Ho Chi Minh's views and encouraged delegates to consider how these values can become daily standards of ethics for officials and Party members.

Associate Professor Dr. Truong Thi Hong Ha, Deputy Director of the General Research Department of the Central Internal Affairs Commission, analyzed the decisive factor in building a culture of saving and anti-waste practices: consistently implementing Party and State guidelines on preventing waste.
Her paper reviewed major regulations from Resolution 04-NQ/TW on strengthening the Party's leadership in anti-corruption and anti-waste work to Directive 27-CT/TW on enhancing leadership in promoting savings and preventing waste.
Major General Dr. Nguyen Nhu Loi, Deputy Director of the People's Public Security Political Academy, presented on "Digital transformation: A strategic solution to advance saving and anti-waste practices in the public security sector."
Dr. Tran Thi Quang Hoa examined "Challenges in building a culture of saving and anti-waste practices in Hanoi's agencies and units."
Dr. Nguyen Van Hung of the Central Theoretical Council highlighted "Key solutions to build a culture of saving and anti-waste practices in Hanoi in the new era."
He pointed out existing limitations and proposed breakthrough solutions focused on building culture at the root and promoting ethical conduct and responsible behavior.
Concluding the presentation session, Master Do Thi Thuy Hang of Le Hong Phong Cadre Training School discussed streamlining the city's two-tier administrative system to avoid wasting development opportunities.
Closing the conference, Associate Professor Dr. Pham Minh Anh praised the responsibility, dedication and insight shown in the papers.
He said the event clarified theoretical and practical issues, identified challenges and proposed feasible solutions to strengthen saving and anti-waste culture, helping build consensus across the city's system.
He expressed confidence that with strong political resolve and scientific rigor, the conference's outcomes will soon translate into action, contributing to building a cultured, civilized and modern Hanoi worthy of the nation's trust.
