Hanoi Party Chief Nguyen Duy Ngoc presents Tet gift to workers on the Hong Ha Bridge construction site in O Dien Commune.
On the occasion of the Lunar New Year 2026, on February 11, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc visited and extended New Year greetings to officials, engineers and workers at the Hong Ha Bridge construction site, one of the key components of the Ring Road 4 – Capital Region project, in Bong Lai Hamlet, O Dien Commune.
Attending the visit were members of the Standing Board of the Hanoi Party Committee, including Head of the Organization Commission Ha Minh Hai, Head of the Internal Affairs Commission Tran Dinh Canh and leaders of city departments and agencies.
According to a report from the Hanoi Ring Road 4 Expressway Joint Stock Company, Component Project 3 – construction of the expressway under the public-private partnership (PPP) model – spans 113.52 kilometers across Hanoi, Hung Yen and Bac Ninh.
The total investment amounts to VND56.3 trillion (US$2.1 billion), including VND23.8 trillion (nearly $920 million) in state capital. The construction period is 30 months, with a toll collection period of more than 21 years under the BOT contract.
Investors have contributed the full VND600 billion ($23 million) in charter capital. Site clearance has achieved positive results.

In Hanoi, 57.52 out of 58.12 kilometers have been handed over, reaching 98.84%. Hung Yen has delivered 17.56 out of 19.18 kilometers, or 91.5%. Bac Ninh is completing the remaining sections and plans full handover in February 2026.
For the state-funded subproject, construction began in October 2025. Nine of 12 packages are underway with 43 work fronts. Output value has reached an estimated VND1.36 trillion ($52.4 million) out of VND21.2 trillion ($816.3 million), or 6.44%.
Hong Ha Bridge accounts for VND577 billion ($22.2 million), Me So Bridge VND241 billion ($9.3 million), Hoai Thuong Bridge VND246 billion ($9.5 million) and other sections VND331 billion ($12.7 million).
Under the BOT contract, field surveys for technical design were completed in December 2025.
The project company has submitted three of 16 sections for appraisal and is finalizing the rest, aiming for full approval in the first quarter of 2026 to begin contractor selection and construction in the second quarter.
At the Hong Ha Bridge site, after hearing updates on progress, working conditions and challenges, Hanoi Party Chief Nguyen Duy Ngoc praised the dedication and efforts of forces working day and night to meet key milestones.
He stressed that Ring Road 4 represents a strategic infrastructure project of special importance to the capital and the region.

Ngoc asked the project management board, the project company and contractors to coordinate closely, promptly address obstacles, organize scientific construction and ensure labor safety, quality and aesthetics.
He urged project leaders and contractors to care for the lives and working conditions of officials, engineers and workers, especially during Tet, to foster momentum in the new year and maintain overall progress.
On the occasion of the Lunar New Year 2026, Ngoc wished all staff and their families good health and happiness and encouraged holiday-duty teams to continue working diligently to keep the project on schedule.
