On February 12, the Party Committee of the municipal People's Committee convened a meeting combined with a session of the collective leadership of the People's Committee to implement key tasks of both the Party Committee and the municipal administration.
At the meeting, leaders of the Hanoi Party Committee and the People's Committee discussed and agreed on guidelines and principles for several issues within their authority.
Vu Dai Thang, member of the Party Central Committee, Vice Secretary of the Hanoi Party Committee, Secretary of the Party Committee of the municipal People's Committee and Chairman of the Hanoi People's Committee, chaired the session, which took place both in person and online via the iCabinet system.
Attendees included vice secretaries and members of the Standing Board of the Party Committee of the municipal People's Committee, vice chairpersons of the municipal People's Committee, leaders of Party committees under the city and heads of relevant departments and agencies.
Participants reviewed and commented on the following: (1) a draft action program of the Hanoi Party Committee to implement Politburo Resolution No. 80-NQ/TW dated January 7, 2026 on developing Vietnamese culture; (2) progress on urgent construction projects addressing urban flooding; (3) research and proposals to amend Resolution No. 15-NQ/TU, revise the Capital Law and develop a 100-year vision master plan for Hanoi. They also heard reports on the implementation of several Politburo resolutions in education, healthcare and other fields.
Regarding the draft action program to implement Resolution No. 80-NQ/TW, Thang stressed that it must remain comprehensive and closely aligned with the Politburo's spirit, while clearly reflecting Hanoi's cultural identity as a place that gathers, crystallizes and spreads national values.
He instructed the drafting agency to fully incorporate feedback, review task groups and specify solutions in heritage preservation, cultural industries, building a healthy cultural environment and improving education and healthcare in connection with nurturing elegant and civilized Hanoians.
He added that the action program must set measurable targets, clear roadmaps, defined resources and coordination mechanisms among departments, while strengthening institutions, reorganizing the administrative apparatus and improving governance in cultural and social sectors.

On urgent construction projects to address urban flooding, Thang called the task pressing and directly tied to residents' lives, especially after heavy storms in 2025. All projects, including emergency and drainage works, must move forward quickly and decisively.
Local leaders will bear responsibility before the municipal People's Committee for delays in site clearance. Departments must promptly respond to grassroots proposals, demonstrating a spirit of service and partnership with local authorities and residents.
Recognizing the responsibilities borne by members of the Standing Board, the collective leadership of the municipal People’s Committee and city departments, Thang extended New Year greetings to all civil servants, public employees and workers.
He urged departments and local authorities to move immediately from the first days of the new year to implement key tasks, prioritizing livelihood stabilization, faster site clearance, institutional refinement and investment in essential infrastructure.
Thang emphasized decisive, disciplined and responsible action. Each unit and locality must act proactively, avoid delays and ensure smooth and effective implementation, laying a solid foundation for Hanoi to enter the new year with renewed momentum and stronger determination.
