On December 24, Politburo Central Committee member, Vice Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee Vu Dai Thang chaired a conference to announce and present personnel decisions.
Vice Chairwoman of the Hanoi People's Committee Vu Thu Ha and representatives of relevant city agencies and units attended the conference.
At the conference, Nguyen Thi Lieu, acting Deputy Director of the Hanoi Department of Home Affairs, announced the Chairman's personnel decisions for five key leadership positions in city departments, sectors and units.
Under Decision No. 6395/QD-UBND, the Chairman reassigned Bach Lien Huong, born in 1975, a member of the Hanoi Party Committee and Director of the Hanoi Department of Culture and Sports, to work at the Hanoi People's Council.
Under Decision No. 6398/QD-UBND, the Chairman appointed Nguyen Trong Dien, born in 1974, a Quang Ninh Provincial Party Committee member and Director of the Quang Ninh Provincial Department of Health, to work at the Hanoi Department of Health as Director for a five-year term.
Under Decision No. 6396/QD-UBND, the Chairman reassigned Le Thanh Nam, born in 1971, a Hanoi Party Committee member and Chief of the Office of the Hanoi People's Committee, to work at the Party Committee and People's Council of Ngoc Ha Ward.
Under Decision No. 6399/QD-UBND, the Chairman appointed Nguyen Tien Thiet, born in 1979, a Hanoi Party Committee member and Secretary of the Ung Hoa Commune Party Committee for the 2025–2030 term and Chairman of the Ung Hoa Commune People's Council for the 2021–2026 term, to work at the Office of the Hanoi People's Committee as Chief of Office for a five-year term.
Under Decision No. 6397/QD-UBND, the Chairman received and appointed Pham Tuan Long, born in 1976, a Hanoi Party Committee member and Secretary of the Cua Nam Ward Party Committee for the 2025–2030 term and Chairman of the Cua Nam Ward People's Council for the 2021–2026 term, to work at the Hanoi Department of Culture and Sports as Director for a five-year term.

Chairman Thang said the city made these transfers, assignments and appointments based on comprehensive assessments of each official's capacity, integrity and work record, as well as the practical needs of departments, sectors and localities.
Some officials have served as department directors for many years and made significant contributions to their fields, while others advanced from grassroots positions and local leadership roles before taking on new responsibilities.
He said all five officials have held many important city positions and the Standing Board of the Hanoi Party Committee and the Hanoi People's Committee highly value their dedication and contributions.
In every position, they have shown strong responsibility, completed assigned tasks well and contributed to the development of their sectors, localities and the city.
Thang stressed that Hanoi is actively implementing the Resolution of the 18th Hanoi Party Congress and thoroughly enforcing Politburo resolutions and conclusions in key areas such as the economy, education, culture and building elegant, civilized and distinctive Hanoi people.
He added that the city has recently received strong support from the central government, including the National Assembly's passage of a resolution piloting special mechanisms and policies for major projects in the capital, effective from December 12, 2025.

In this context, the Hanoi Party Committee and the Hanoi People's Committee place high expectations on department leaders, especially those newly reassigned and appointed.
He urged the officials to quickly grasp their new roles, apply their strengths, work closely with leadership teams, act decisively and innovatively and deliver tasks on schedule with the highest quality and efficiency.
He reiterated the city's action motto set by General Secretary To Lam: "Hanoi says it does, does it fast, does it right, does it effectively and follows through to the end."
He called on all city departments and units to uphold the principle of matching words with actions, clarify responsibilities, coordinate closely and help achieve the capital's socio-economic, defense and security goals.
He wished the newly appointed officials strong political resolve, a high sense of responsibility and outstanding performance worthy of the trust of the Party, authorities and people of the capital.

Speaking on behalf of the appointees, Nguyen Tien Thiet, the new Chief of the Office of the Hanoi People's Committee, thanked the Hanoi Party Committee, the People's Council, the People's Committee and Chairman Thang for their trust.
He said the appointment brings both great honor and heavy responsibility, given the growing demands, workload, complexity and need for timely and accurate city administration.
In his new role, he pledged to keep learning, uphold discipline, strengthen administrative order and work with the Office staff to improve advisory and coordination quality, support effective city leadership and contribute to achieving Hanoi's socio-economic goals in the coming period.
