On November 26, the Hanoi People's Council approved a resolution on policies to preserve and develop craft villages and rural occupations in the city, effective January 1, 2026.
Eligible beneficiaries include enterprises, cooperatives, cooperative groups and households engaged in rural occupations, as well as organizations and individuals involved in craft-village management.
The resolution provides incentives for artisans recognized by the State as People's Artisans, Meritorious Artisans and Hanoi Artisans.
People's Artisans will receive a one-time support of VND40 million (US$1,510), Meritorious Artisans VND30 million ($1,140) and Hanoi Artisans VND20 million ($760).
For teaching traditional crafts, People's Artisans will receive VND500,000 ($19) per teaching session, while Meritorious and Hanoi Artisans will receive VND300,000 ($11.4) per session.
The city will support 100% of travel, accommodation and per-diem costs for delegations participating in sourcing trips to raw-material regions.
It will also cover 50% of costs for purchasing new machinery, equipment and production lines for rural craft facilities, up to VND500 million ($19,000) per facility.
For relocating production facilities out of residential areas or traditional villages where certain industries are discouraged, the city will cover dismantling and transport costs at VND50,000 ($1.9) per square meter of workshop space, up to VND500 million ($19,000) per facility.
Relocated facilities will receive land- and water-rent exemptions for 10 years and a 50% reduction thereafter.
They will also receive a preferential 5% corporate-income-tax rate, including a four-year exemption and a 50% reduction for the next nine years.
