On March 7, the Hanoi Institute for Urban Planning and its consulting consortium reported progress on the development of the Hanoi Capital Master Plan with a 100-year vision.
Duong Duc Tuan, member of the Hanoi Party Standing Committee and Standing Vice Chairman of the Hanoi People's Committee, attended and directed the meeting.
Reporting on progress, Luu Quang Huy, Director of the Hanoi Institute for Urban Planning and leader of the consulting consortium, said that immediately after the city approved the planning assignment, the consulting teams worked continuously through the Lunar New Year holiday to meet the required schedule.
By the afternoon of March 6, one ministry, 17 municipal departments and agencies and 60 wards and communes had provided data and documents to the consortium to support research and orientation.
The consulting team is expected to complete the initial planning products early next week and submit them to relevant departments, agencies and localities for feedback.
The institute will distribute QR codes so departments and agencies can access planning materials for review within a maximum of 10 days. The consultation process at wards and communes will take up to 20 days. During this consultation period, the consortium will continue refining the plan.

In the next phase, the consortium will organize seminars and workshops inviting experts and scientists to contribute additional input while also gathering opinions from representatives of provinces within the Capital Region.
The completed master plan is expected to be submitted for approval on schedule by March 30.
At the meeting, leaders of the Hanoi Institute for Socio-Economic Development Studies and international consulting units also reported on tasks carried out under their assigned responsibilities and proposed several issues requiring further in-depth research.
Representing the project investor, Director of the Hanoi Department of Planning and Architecture Nguyen Trong Ky Anh praised the coordination among consulting units in recent months and expressed confidence that a comprehensive planning product will be ready for submission to competent authorities for approval by late March or early April.
In his remarks, Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan commended the research results achieved by the consulting teams so far.
However, he noted that the scale and complexity of the work require interdisciplinary expertise and a systematic approach, meaning that many aspects still need to be quantified more clearly.
Emphasizing key deadlines of March 30 for completing planning products and April 15 for finalizing the drawing dossier, Tuan stressed the need to align the work with the development of new institutional frameworks for the capital.
These include a forthcoming Politburo resolution replacing Resolution No. 15-NQ/TW dated May 5, 2022, on long-term development of the capital in a new era and the revised Capital Law replacing the 2024 Capital Law.
The Standing Vice Chairman also noted that the 100-year Capital Master Plan will outline the overall framework, strategy and broad direction, while subordinate planning systems will be implemented in accordance with two laws: the 2025 Planning Law and the 2024 Law on Urban and Rural Planning.
Therefore, the Capital Master Plan must clearly define mechanisms for organizing and implementing lower-level planning schemes.

Based on National Assembly Resolution No. 258/2025/QH15 on piloting special mechanisms and policies for major and strategic projects in the capital and Resolution No. 84/2025/NQ-HDND of the Hanoi People's Council regulating planning costs, procedures and documentation requirements, international consultants have been asked to assist the Hanoi Institute for Urban Planning and the Hanoi Institute for Socio-Economic Development Studies in standardizing legal documentation.
The comprehensive explanatory report for the 100-year Capital Master Plan will integrate content from the Hanoi Capital Plan for the 2021–2030 period with a vision to 2050 and the adjustment of the Hanoi General Master Plan to 2045 with a vision to 2065.
The system of drawings and urban illustrations will be reinforced to accurately reflect the characteristics of these two planning frameworks, using a 1:25,000 scale combined with urban illustration maps at a 1:10,000 scale to ensure completeness and consistency.
The plan will also strengthen the environmental impact assessment report and apply a 4D modeling approach to clearly illustrate the capital's development milestones along a timeline.
