Overview of the conference.
On December 31, Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc, Head of the Steering Committee for the Ring Road 4 - Capital Region project, chaired a conference reviewing the project's implementation progress.
The conference was co-chaired by Party Central Committee members Nguyen Huu Nghia, Secretary of the Hung Yen Provincial Party Committee, and Nguyen Hong Thai, Secretary of the Bac Ninh Provincial Party Committee.
Participants also included Party Central Committee member, Vice Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee Vu Dai Thang, Deputy Minister of Finance Nguyen Duc Tam, Deputy Minister of Construction Le Anh Tuan, Hanoi Vice Party Secretary Nguyen Trong Dong, members of the Steering Committee, and leaders of central ministries, government agencies, Hanoi, Bac Ninh and Hung Yen.
So far, site clearance for the Ring Road 4 project in Hanoi, Bac Ninh and Hung Yen has largely been completed, with about 1,425.82 out of 1,426 hectares cleared, reaching 99.99%.
Authorities have completed grave relocation, resettlement area construction, high-voltage power line relocation and the relocation of underground and aboveground infrastructure.
The Ring Road 4 section in Hanoi spans about 59.2 kilometers, passing through 17 wards and communes. The project required the recovery of 800.15 hectares of land and the relocation of 9,039 graves.
After three years and two months of implementation, ward- and commune-level authorities have completed all 13 resettlement areas. They have finished land acquisition, site clearance, grave relocation and infrastructure relocation on schedule.
The project management board has also completed the relocation of 110kV, 220kV and 500kV power lines in line with construction progress.
The Ring Road 4 section in Hung Yen Province runs about 19.3 kilometers across six communes.
To date, the province has recovered and handed over about 225.66 out of 225.84 hectares to investors, reaching 99.92%. The remaining 1,854 square meters involve five households.
Local authorities have continued to persuade these households to dismantle structures voluntarily, aiming to complete the work before the end of December 31, 2025.
Hung Yen has completed 100% of grave relocation, involving 4,207 graves. The province has also finished relocating all power systems and technical infrastructure and completed the construction of all 11 resettlement areas and seven cemeteries.

The Ring Road 4 section in Bac Ninh Province extends about 30.6 kilometers and passes through 11 wards and communes.
After more than two years and eight months of implementation, Bac Ninh has completed compensation, support and resettlement for the entire 400 hectares requiring clearance, reaching 100%. The work involved 7,513 households, individuals and organizations.
The province has built eight new resettlement areas and arranged resettlement for 319 households. It has also relocated 2,015 graves. Authorities have largely ensured the relocation of technical infrastructure to support site clearance.
Speaking at the conference, Bac Ninh Party Secretary Nguyen Hong Thai said the province has resolved most site clearance obstacles. However, construction of the parallel road remains slower than required, mainly due to a shortage of more than 600,000 cubic meters of fill material.
After recent reviews and working sessions, Bac Ninh expects to fully resolve this issue before January 10, 2026. The province aims to ensure ground leveling progress and accelerate road construction.
Following the conference, provincial agencies will continue to urge contractors to review all items, concentrate maximum resources and speed up construction to complete the parallel road as early as possible.
Regarding the budget and financial mechanisms, Thai stressed that implementing National Assembly resolutions remains mandatory.
However, he said policymakers must carefully calculate mechanisms and policies to ensure balance and harmony among localities, without creating excessive budget pressure.
He noted that although Bac Ninh has relatively strong budget revenues, the province still faces many difficulties, especially in social welfare and poverty reduction, which require large annual expenditures.
Therefore, if total investment does not exceed the approved ceiling, authorities should carefully consider adjustments to the spending structure.
Thai also urged the Steering Committee and relevant agencies to study, report and propose appropriate balancing solutions among localities that reflect practical conditions.
For the next phase, he called on the Standing Agency of the Steering Committee and relevant localities to urgently develop a unified overall schedule across the three localities.
The plan should ensure synchronized implementation and clearly define milestones using a "countdown" approach toward project completion.

Hung Yen Party Secretary Nguyen Huu Nghia said the project's success so far stems from regular attention and direction from central authorities and the Steering Committee.
He also highlighted effective public communication and consensus-building, inter-provincial coordination to resolve shared challenges and close cooperation among departments within each locality.
Concluding the conference, Hanoi Party Secretary Nguyen Duy Ngoc praised agencies and units in Hanoi, Hung Yen and Bac Ninh for completing tasks assigned by the Steering Committee at its November 26, 2025 conclusion meeting.
He said their efforts ensured project progress, especially in site clearance, which has supported construction schedules.
Regarding upcoming tasks, Ngoc directed adjustments to the project's capital allocation for Bac Ninh. The Steering Committee will soon issue formal guidance to support overall project progress.
On adjusting interchanges along the route, he stressed the need for synchronization and optimized traffic connectivity to accelerate construction.
On architecture and landscape design, he urged Hung Yen and Bac Ninh to coordinate closely with Hanoi to ensure unified, durable architecture and promote modern, sustainable urban development along Ring Road 4.
Ngoc also called on localities and relevant units to take advantage of favorable weather conditions to speed up construction, ensuring progress on the parallel roads and the entire project.

Regarding construction materials, he directed agencies to study alternative materials in line with the Ministry of Construction regulations.
Emphasizing that the Steering Committee will soon propose solutions, Ngoc asked the Ministry of Construction to coordinate with localities to develop specific plans to address material shortages across the project.
"The Standing Agency of the Steering Committee will direct the standing agencies of the three localities to prepare a unified construction plan for the entire Ring Road 4 route, register a countdown timeline for project completion with the Government and relevant ministries and ensure consistent implementation," Ngoc said.
