On January 21, the 14th National Party Congress entered its third working day.
Previously, the Congress officially opened on the morning of January 20, 2026, at the National Convention Center in Hanoi.
Presenting the report of the 13th Party Central Committee on documents submitted to the Congress, General Secretary To Lam emphasized that the 14th National Party Congress is an exceptionally important political event for the entire Party, people and armed forces.
He described the Congress as a milestone opening a new development stage under new conditions, circumstances and goals, reflecting strategic autonomy, self-reliance, national pride, aspiration and unwavering trust in the path chosen by the Party, President Ho Chi Minh and the people.
According to the General Secretary, the Congress theme "Unity – Democracy – Discipline – Breakthrough – Development" serves as a call to action and a historic responsibility. Under the Party's banner, the entire nation must unite, renew and act decisively for a peaceful, independent, democratic, prosperous, civilized and happy Vietnam advancing toward socialism.

The theme requires greater unity, stronger discipline and more creativity, along with humility, willingness to learn, attentive listening and continuous self-improvement. The Congress carries the historic responsibility of establishing launchpad decisions to achieve the nation's two centennial strategic goals.
The 14th National Party Congress takes place from January 19 to January 25, 2026, with 1,586 delegates representing more than 5.6 million Party members nationwide. Among them, 163 delegates are ex officio, accounting for 10.28%; 353 delegates are elected, accounting for 22.25%; and 1,070 delegates are appointed, accounting for 67.47%.
The Hanoi Party Committee delegation includes 68 members, led by Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc.
