Deputy Prime Minister Nguyen Hoa Binh on June 14 signed Decision No.1159/QD-TTg, approving the election of Truong Viet Dung as Deputy Chairman of the Hanoi People's Committee for the 2021-2026 term.
Dung is a member of the Hanoi Party Committee and currently serves as Chief of the Office of the Hanoi People's Committee.
Previously, on the morning of June 13, 2025, the 23rd special session of the 16th Hanoi People's Council (2021-2026 term) was held to review personnel matters under its authority.
At the session, 100% of attending delegates voted in favor of a resolution electing Truong Viet Dung, Hanoi Party Committee member, Chief of the Office of the Hanoi People's Committee, and delegate of the 16th Hanoi People's Council, to the position of Deputy Chairman of the Hanoi People's Committee for the 2021-2026 term.
Personal background:
Truong Viet Dung was born on June 19, 1980, in Ha Dinh Ward, Thanh Xuan District, Hanoi. He joined the Communist Party of Vietnam on March 10, 2001. He holds a Master’s degree in Architecture and a Bachelor’s degree in Political Science, with an advanced level of political theory training.
From August 2003 to April 2009, Dung began his career after being specially recruited as a valedictorian, serving as an officer in the Urban Infrastructure Development Planning Division under the Hanoi Department of Planning and Investment. He was promoted to Deputy Head of the division from April 2009 to May 2013.
In May 2013, he became Deputy Director, then Acting Director, of the Investment Promotion Center under the same department. He was officially appointed Director from November 2013 to June 2015.
From June 2015 to May 2016, Dung served as Vice Secretary of the Party Committee and Deputy Director of the Hanoi Investment, Trade, and Tourism Promotion Center. He then held the position of Deputy Chief of the Office of the Hanoi People's Committee from May to June 2016.
Between June 2016 and September 2018, he was a delegate of the 15th Hanoi People’s Council (2016–2021 term) while concurrently serving as Deputy Chief of the Office of the Hanoi People’s Committee. From September 2018 to March 2021, he was Deputy Director of the Hanoi Department of Planning and Investment and continued his role as a council delegate.
In March 2021, Dung became a member of the Party Delegation of the Hanoi People’s Council, Secretary of the Party Committee, and Chief of the Offices of the Hanoi National Assembly Delegation and the Hanoi People’s Council. He held these roles until March 2022.
From March 2022 to August 2024, he was a delegate of the 16th Hanoi People’s Council (2021–2026 term), a member of the Party Committee of the Hanoi People’s Committee, Secretary of the Party Committee, and Chief of the Office of the Hanoi People's Committee.
Most recently, from February 2025 to June 2025, Dung has served as a delegate of the 16th Hanoi People’s Council, a member of the Hanoi Party Executive Committee, a member of the Party Committee of the Hanoi People’s Committee, Secretary of the Party Committee, and Head of the Office of the Hanoi People’s Committee.
