The conference was held in person at the Party Central Committee headquarters and connected online to more than 4,000 locations nationwide, with over 190,000 delegates in attendance.

Hanoi delegates attending at the central venue included Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc and Standing Hanoi Party Committee member and Head of the Hanoi Internal Affairs Commission Tran Dinh Canh.
At the Hanoi Party Committee venue, participants included Standing Deputy Secretary Nguyen Van Phong and leaders of the Hanoi Internal Affairs Commission and members of the city’s Steering Committee on anti-corruption waste and negative practices.
Presenting the report, Party Central Committee Secretary and Standing Deputy Head of the Central Internal Affairs Commission Le Minh Tri said that during the 13th Party Congress term, the country faced major difficulties, profound changes and unprecedented challenges that affected many areas of social life, including anti-corruption work.
In that context, the Party, led by the General Secretary, demonstrated unity and resolve in guiding the country through difficult periods while remaining firm in its approach and policies on anti-corruption, waste and negative practices.
Awareness and thinking on anti-corruption work advanced to a new level, with the role and responsibility of Party committees, organizations, officials and leaders increasingly reinforced.
The detection and handling of corruption cases were pursued decisively and in a coordinated manner under the principle of no forbidden zones and no exceptions, marking a major breakthrough in enforcement.

Since the start of the 13th Party Congress term, Party committees and inspection bodies at all levels have disciplined more than 2,300 Party organizations and over 97,400 Party members and officials, both incumbent and retired. This included 174 officials under central management, marking the first time former top leaders of the Party and State were disciplined and underscoring the Party’s strong political resolve.
Through inspections and audits, authorities recommended the recovery and financial handling of more than VND664,600 trillion (US$26.6 billion) and over 2,200 hectares of land, along with accountability measures for more than 16,400 collectives and 34,400 individuals. Judicial agencies went beyond initial economic crime charges to uncover corruption schemes involving collusion between businesses and officials, leading to the prosecution of multiple particularly serious cases.
Asset recovery in corruption cases recorded notable progress, with recovered values rising 53% compared with the 12th Party Congress term.
At the local level, anti-corruption efforts were carried out more forcefully, helping address the gap between central directives and grassroots implementation while strengthening the role of elected bodies, the Vietnam Fatherland Front and the public.
In his address, General Secretary To Lam said the conference was of special importance in comprehensively assessing anti-corruption results and reviewing the implementation of the Party Central Committee’s Resolution from the third plenary session of the 10th term on strengthening Party leadership in this work.
He affirmed that after 20 years of implementing the resolution, anti-corruption efforts have achieved strong and breakthrough results and largely met their objectives.
During the 13th Party Congress term, despite significant challenges and unprecedented issues, the Party maintained unity and determination in advancing the fight against corruption waste and negative practices.
The General Secretary highlighted four major achievements, beginning with stronger theoretical foundations and clearer principles that positioned anti-corruption as a consistent priority of the entire political system and each official.
Second, detection and enforcement improved significantly, with close coordination among oversight, inspection and judicial bodies leading to timely and strict handling of major cases and, in some instances, full asset recovery.
Third, preventive measures advanced through administrative reform, digital transformation, transparency and personnel reforms, including appointing leaders who are not local natives to limit group interests.
Fourth, public trust in the Party and State was strengthened, which the General Secretary described as the most important measure of success, while domestic and foreign investors continued to rate Vietnam’s business environment positively.
At the same time, he pointed to persistent shortcomings including ethical decline among some officials, institutional loopholes and ongoing corruption in certain areas that has caused public concern.
He summarized five key lessons as perseverance, determination, consensus, comprehensiveness and breakthroughs, emphasizing firm Party leadership, strong institutions, strict discipline, integrity education and decisive action.
Looking ahead, he warned that new projects and policies could increase corruption risks if oversight is weak and called for more decisive and sustainable action across the system.
The General Secretary directed continued implementation of three overarching requirements and five priority task groups focused on power control, transparency, discipline, integrity culture and proactive detection and strict handling of corruption.
He expressed confidence that with the highest political resolve and public support, Vietnam can curb corruption, fulfill Party resolutions and build a clean and strong Party for a prosperous and happy nation.
At the conference, collectives and individuals with outstanding contributions to anti-corruption work were honored with commendations.
