Attending the ceremony were General Secretary To Lam; former General Secretary Nong Duc Manh; State President Luong Cuong; Prime Minister Pham Minh Chinh; Politburo member and National Assembly Chairman Tran Thanh Man; Politburo member and Permanent member of the Secretariat Tran Cam Tu; along with other Politburo members, Party Central Committee secretaries, members of the Party Central Committee and current and former leaders of the Party and State, as well as representatives of central ministries and agencies.
Representing Hanoi was Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc.

Later on the same day, a delegation from the Hanoi Party Committee, the People's Council, the People's Committee and the Vietnam Fatherland Front Committee of Hanoi also paid tribute at Mai Dich Cemetery.
The delegation was led by Vu Dai Thang, member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee and Chairman of the Hanoi People's Committee.
