Attending on behalf of Hanoi's city leadership was Nguyen Doan Toan, Member of the Standing Committee of the Hanoi Party Committee, Head of the Propaganda and Mass Mobilization Commission of the Hanoi Party Committee. The Commendation Ceremony was part of the 10th National 'Uncle Hồ's Outstanding Children' Congress. This is a major festival for Vietnamese children, held every five years, aimed at honoring exemplary children with outstanding achievements in learning, training, and excelling in practicing the five teachings of Uncle Ho.
Speaking at the ceremony, Central Youth Union Secretary and Chairwoman of the Central Council of Young Pioneers Nguyen Pham Duy Trang emphasized that over the past 84 years, under the leadership of the Party, the care of all levels, sectors, and society as a whole, and the guidance and supervision of the Ho Chi Minh Communist Youth Union, the Ho Chi Minh Young Pioneer Organization has continuously grown stronger.
The movement "Vietnamese Children Emulate to Follow Uncle Ho's Five Teachings" along with many meaningful movements and activities of the Young Pioneers have been widely, practically implemented, suitable for the psychology and learning conditions of children, contributing to nurturing and forming the fine qualities of socialist citizens.

Emphasizing that the leaders of the Party and State always pay deep attention and provide the best conditions to support today's children, the future generation of the country, Secretary of the Central Youth Union Nguyen Pham Duy Trang expressed the hope that the national Uncle Ho's Good Children honorees will spread the spirit of patriotism, responsibility, and the aspiration to contribute among all young pioneers, teenagers, and children across the country.
On behalf of the Party and State leadership, President Luong Cuong praised and commended the outstanding achievements of the delegates attending the 10th National 'Uncle Ho's Outstanding Children' Congress, as well as the efforts of all children nationwide in recent times.
Sharing about Vietnam's history and the sacrifices of forefathers, President Luong Cuong expressed his hope that the children will continue to strive even more to be worthy of the great sacrifices of previous generations. Children must unite to preserve and further enhance the noble traditional values of heroic Vietnam as the country marches into a new era.
With hope and absolute confidence in the country's young generation, the President conveyed: "Every person is born with a homeland and a country. It is a flesh-and-blood bond in every human life. Loving the Fatherland and loving fellow citizens is the most sacred love that our beloved Uncle Ho wanted to instill in the hearts of every teenager and child. That love is the foundation and motivation for children to strive and contribute to building a prosperous, civilized, and thriving country." Emphasizing that youth and childhood come only once in a lifetime, the President clearly stated that children should keep dreaming, but must also have the will to rise and study hard, train themselves to realize their dreams. Their baggage includes knowledge, love for the Fatherland, love for the people, the desire to contribute, and the confidence to step into the new era—the era of prosperity and development of the Vietnamese nation.
The President also hoped that children would remain humble, continue learning, and strive for holistic development. Though each child has different circumstances, they can all rise through diligence, passion, relentless effort, determination to overcome difficulties, and a constant aspiration to improve. In addition to good academic performance, children must also pay attention to physical training and learn essential life skills.
President Luong Cuong believed that the 500 exemplary children present at the ceremony will be "Ambassadors" of positive inspiration, igniting aspirations, dreams, and the spirit of contribution for the young generation of the country; at the same time, he called on them to spread good deeds, promote good things, encourage their friends to study, train, and emulate the five teachings of Uncle Ho, always carrying with them a positive spirit of learning, overcoming all difficulties to head toward a bright future for themselves, and more broadly, contribute to building a bright future for beloved Vietnam.
At the congress, the 500 national Uncle Ho's outstanding children delegates were honored to receive symbolic photos of Uncle Ho and scholarships from President Luong Cuong. The Central Youth Union and the Central Council of Young Pioneers awarded Certificates of Merit, Uncle Ho's Good Children certificates, gifts, and each student was given a scholarship worth $157.
