The presentation aimed to help ensure the success of the 80th anniversary of the August Revolution and National Day on September 2, and was delivered at the national conference reviewing mass mobilization work in 2025 and outlining tasks for 2026.
Toan said that 2025 was marked by many major political events for the country and the capital, including the 95th anniversary of the Communist Party of Vietnam, the 95th anniversary of the Hanoi Party Committee, the 50th anniversary of national reunification, the 80th anniversary of the founding of the nation, and Party congresses at all levels leading to the 14th National Party Congress.

Given this significance, from the beginning of the year, the Hanoi Party Standing Committee directed the entire political system to engage actively, focusing on communication efforts to foster national pride and gratitude for past generations among residents of the capital and across the country.
During celebrations marking the 80th anniversary of the August Revolution and National Day, the Hanoi Party Committee’s Commission for Publicity, Education and Mass Mobilization, along with relevant city agencies, carried out systematic and proactive communication and public guidance both on the ground and online, adopting a humane and balanced approach that emphasized empathetic, respectful messaging toward the public.

To improve communication effectiveness, city leaders directed the development of the a80.hanoi.gov.vn information portal, designed to provide content distinct from traditional media, delivering the fastest and most accurate real-time updates on event organization and related activities.
With this proactive and structured approach, the A80 electronic portal and the A80 Tu Hao Viet Nam application became trusted information channels, generating high engagement for practical content such as traffic diversion guidance, plans for rehearsals and ceremonies, and directions to medical stations, parking areas, essential supply distribution points, restrooms, and public information support locations.
The A80 Tu Hao Viet Nam website and app published 1,274 news items and articles, reaching 34 million views, including 11.3 million direct views on the website and app and 23 million through media and social networks. The A80 Tu Hao Viet Nam application ranked among the most downloaded apps on the App Store, helping guide public opinion and support citizens in following city policies without major public concerns arising.
According to Toan, media outlets actively promoted multimedia communication, producing extensive coverage through podcasts, video clips, e-magazines, infographics, and long-form digital journalism that attracted millions of views and shares on social platforms.
At the same time, dissemination through fanpages, TikTok, and YouTube channels of newspapers and broadcasters created strong engagement, particularly among younger audiences. During the peak communication period from August 1 to September 2, 2025, Hanoi-based media outlets published 5,800 articles and thousands of photos related to the event.
A key highlight of the A80 communication campaign was the combination of official news coverage with the spread of patriotic sentiment online, helping project images of the capital and the country that were both dignified and approachable.
Toan noted that alongside positive public feedback, opportunistic political groups sought to exploit emerging issues to discredit the authorities. As a result, while the city was widely recognized for its extensive commemorative and promotional activities celebrating national pride and tradition, some issues still failed to meet public expectations.
Timely situation handling and appropriate communication measures helped resolve unnecessary public concerns and prevented hostile forces from exploiting them to undermine the government.
Drawing from practical experience, the Hanoi Party Committee's Commission for Publicity, Education and Mass Mobilization Commission identified several lessons to strengthen communication, spread positive information, counter fake and harmful content, and refute incorrect and hostile viewpoints.
First, communication efforts must closely follow central guidance and mobilize all city media channels to implement large-scale campaigns that saturate the information space with positive content, ensuring major events truly become shared celebrations for the entire population.
Second, it is essential to deploy forces closely monitoring local areas, especially sensitive and complex online communities, to promptly detect emerging issues both on the ground and online, analyze developments, and respond in a timely manner.
Coordination among relevant forces must be tight and synchronized, combined with proactive forecasting and advisory work, to apply suitable solutions and prevent hotspots or communication crises from forming.
Third, targeted communication campaigns should be organized to counter distorted narratives and attacks on authorities, helping guide public opinion, foster social consensus, and build a solid foundation of public trust.
Fourth, Hanoi and other localities have benefited from close and consistent direction from Party and State leaders, as well as strong coordination with central ministries and agencies, particularly in providing timely guidance and support to counter fake and harmful information and refute hostile viewpoints online, contributing to the successful organization of major political events nationwide and in the capital.
