Party Chief urges thorough preparation for upcoming parliament election

Speaking at the national conference on the Politburo's Directive and the preparation for the election of National Assembly deputies for the 16th tenure and People's Councils at all levels for the 2026 to 2031 term on November 15, General Secretary To Lam stressed that the success of the election will lay an essential foundation for forming and strengthening the new State apparatus and will create the political and social conditions needed to carry out the Resolution of the 14th National Party Congress. General Secretary To Lam emphasized that the conference is an important step in translating the Politburo's leadership into action for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026 to 2031 term, which is a major political event taking place immediately after the 14th National Party Congress. He noted that since the first general election in 1946, the country has successfully held 15 National Assembly elections, each marking a significant stage in the nation's history from the resistance for national liberation and reunification to the reform period and the current process of building and protecting the country. He stated that each ballot cast over the past eight decades reflects public trust, the power of national unity and the sense of responsibility of Vietnamese citizens, confirming the democratic and humane nature of the State that all power belongs to the people and the State is of the people, by the people and for the people. He stressed that the 16th election, held on the 80th anniversary of the first general election, will continue the country's democratic tradition and affirm the strength of national unity as Vietnam enters a new stage of development. November 15, 2025.

According to the General Secretary, a successful election will provide a strong starting point for building the new State apparatus and securing the political and social foundation needed to realize the goals set by the 14th National Party Congress. November 15, 2025.

He added that the election also provides an opportunity to demonstrate the leadership capacity of the Party, the effectiveness of State management and the performance of the political system as the country completes the restructuring of the administrative apparatus and the reorganization of local government into two levels. He affirmed that the 2026 election is a central political task and that the entire Party, people and armed forces must prepare carefully to ensure that the election is democratic, lawful, safe, efficient and truly a celebration for all citizens. November 15, 2025.

To ensure a successful election of National Assembly deputies for the 16th tenure and People's Councils for the 2026 to 2031 term, the General Secretary highlighted five key areas that must be followed. November 15, 2025.

First, he called for strong leadership in personnel work because it is the most decisive element of the election. November 15, 2025.

He stated that candidates must be nominated through transparent and open processes that listen to grassroots opinions while aligning with personnel planning, results of Party congresses at all levels and the goal of a streamlined political system and two-tier local government. November 15, 2025.

He noted that the composition of elected bodies must represent different sectors, social groups, genders, age groups and regions, with appropriate proportions of full-time deputies, women, young people, ethnic minorities, intellectuals, workers, farmers, entrepreneurs, artists and religious figures. He stressed that nominees must have strong political integrity, loyalty to the nation and the people and the moral qualities and competence required by law, along with the health and time commitment necessary to fulfill their duties. November 15, 2025.

He emphasized the need to prioritize individuals with innovative thinking, courage, accountability and the vision needed to participate in shaping policies for national and local development during a crucial period for achieving the country's long-term goals. November 15, 2025.

Second, he called for a fair and lawful consultation process that fully reflects the people's right to participate in selecting candidates. November 15, 2025.

He noted that all consultation steps must be democratic and transparent, with strict oversight to prevent unhealthy lobbying, improper campaigning or group interests from influencing the election. November 15, 2025.

He affirmed that every citizen must be able to exercise full rights to run for office and to vote, without any unlawful interference. November 15, 2025.

Third, he urged strong communication efforts to create a positive and united atmosphere and raise voter awareness and responsibility. November 15, 2025.

He called on agencies and localities to promote election-related discussions, meetings and legal education so that voters understand the importance of their ballot and actively participate. November 15, 2025.

Fourth, he emphasized the need to safeguard political security and public order and to address election-related issues quickly and lawfully. November 15, 2025.

He instructed competent forces to closely monitor developments and respond promptly to any incidents while also preparing for unexpected situations related to natural disasters, epidemics and extreme weather. November 15, 2025.

He required timely settlement of complaints and clear actions against misinformation, distortion, provocation or attempts to exploit the election to undermine unity or cause social disruption. November 15, 2025.

Fifth, he urged stronger use of digital tools and close coordination across the political system to manage the election process effectively. November 15, 2025.

He noted that information technology should be applied to voter lists, consultation processes and result reporting while ensuring cybersecurity and data protection. November 15, 2025.

The General Secretary reminded that only four months remain before the March 15, 2026 election date and that tasks must be handled with clear responsibility, timelines and progress checks to resolve difficulties and ensure the best preparation. November 15, 2025.
