Groundbreaking and inauguration of 564 projects nationwide in 2025
Reporting on recent implementation results, Minister of Construction Tran Hong Minh said that amid nationwide celebrations marking the 79th anniversary of President Ho Chi Minh's Call for National Resistance on December 19 and in celebration of the 14th National Party Congress, the country witnessed the groundbreaking, inauguration and technical opening of 234 projects with total investment exceeding VND3.4 quadrillion (US$142 billion).
Of this amount, private capital accounted for VND2.79 quadrillion (US$116 billion), or 82 percent, while state capital totaled VND627 trillion (US$26 billion), or 18 percent, with the ceremonies broadcast live to 79 locations nationwide.
Minister Tran Hong Minh noted that infrastructure development in recent years has delivered significant results, reshaping the national infrastructure landscape and supporting socio-economic development goals for 2021–2025 while laying foundations for the next phase.
As of December 19, 2025, Vietnam had completed and technically opened 3,188 kilometers of main expressways and 325 kilometers of interchanges and access roads, totaling 3,513 kilometers and exceeding the targets set under the five-year socio-economic development plan.

In addition, 1,586 kilometers of national highways and 1,701 kilometers of coastal roads have been completed. During the 2021–2025 period alone, 2,025 kilometers of expressways were finished and opened to traffic, nearly double the total built over the previous 20 years, including the full North–South Expressway from Cao Bang to Ca Mau.
Alongside this progress, three major seaports at Lach Huyen in Hai Phong, Cai Mep–Thi Vai, and Song Hau were put into operation, increasing national port capacity from 730 million tons in 2020 to 900 million tons in 2025.
Authorities have resolved obstacles to bring into service three urban railway lines, including Ben Thanh–Suoi Tien, Cat Linh–Ha Dong, and the elevated section of Nhon–Hanoi Station, while largely completing upgrades of the Hanoi–Ho Chi Minh City railway on the Vinh–Nha Trang and Nha Trang–Saigon sections.
In civil construction, the urbanization rate reached 45 percent, up five percentage points from December 2020, while average housing floor area rose to 30 square meters per person. Since 2021, Vietnam has launched 698 social housing projects with more than 637,000 units, and in 2025 alone, completed 102,146 units, exceeding the annual plan and moving toward the target of one million homes for low-income groups by 2030.

The nationwide effort to eliminate temporary and dilapidated housing has delivered more than 334,200 homes, completing this special national program more than five years ahead of schedule. In the energy sector, major projects, including the 500kV transmission lines circuits 3 and 4 and the Nhon Trach 3 and 4 power plants, were completed and put into operation.
Minister Minh added that in 2025 alone, central and local authorities launched and completed 564 projects with total investment exceeding VND5.14 quadrillion (US$214 billion), with private capital accounting for VND3.84 quadrillion (US$160 billion), or 74.6 percent.
On this occasion, six collectives received the Third-Class Labor Order, while 16 others were awarded Certificates of Merit by the Prime Minister for outstanding achievements in promoting synchronized and modern infrastructure development and practicing thrift and waste prevention.
Trong Dong Stadium to meet FIFA standards by 2028
At the ceremony, Vingroup CEO Nguyen Viet Quang said the Olympic Sports Urban Area project covers more than 9,171 hectares, with a total investment of about VND925 trillion (US$38.5 billion), making it the largest urban development in Vietnam across 11 communes in Hanoi.

The project is planned as four zones forming a large-scale sports city linked to an international-standard sports complex, aimed at enhancing Hanoi's position on the regional and global sports and cultural map and driving sustainable development for decades.
At the heart of the complex is the Trong Dong Stadium, a national-level facility spanning 73.3 hectares with seating for up to 135,000 spectators. Designed to FIFA standards, it will feature the world's largest capacity stadium with a retractable roof and is expected to be completed in August 2028.

Addressing the ceremony, Prime Minister Pham Minh Chinh said the current phase includes 86 projects inaugurated or technically opened with total investment of about VND378 trillion (US$15.8 billion) and 148 newly launched projects with investment exceeding VND3 quadrillion (US$125 billion). Private capital accounted for 82 percent, underscoring the effectiveness of socialized investment policies in infrastructure development.
He said national infrastructure has seen breakthrough progress with large-scale and technically complex projects completed or launched in record time, including expressways, major airports, seaports, data centers, and energy, health, education, and social housing projects. Many initiatives reflect long-term vision and will underpin future strategic investments such as the North–South high-speed railway, coastal urban areas, digital infrastructure, and space infrastructure.
The Prime Minister emphasized that these achievements demonstrate the Government's strategic vision, strong execution capacity, and commitment to action, as well as national solidarity, business engagement, and public support. All projects ultimately aim to serve the people, improve living standards, and ensure inclusive development.
On behalf of the Government, he expressed appreciation for the leadership of the Politburo and Secretariat, the decisive actions of local authorities, and the dedication of investors, project managers, consultants, engineers, and workers who delivered results under challenging conditions.

Looking ahead, the Government will continue improving institutions, removing bottlenecks, safeguarding progress, quality, and efficiency, preventing corruption and waste, and enhancing post-investment utilization. With determination and innovation, key infrastructure projects are expected to help usher the country into a new phase of development that is prosperous, modern, and inclusive.
The Prime Minister reaffirmed that infrastructure remains one of the country's three strategic breakthroughs and called on all levels and sectors to uphold five commitments: enabling institutions and smart governance, ensuring resources and construction quality, accelerating site clearance and resettlement, using capital efficiently without waste or corruption, and delivering tangible benefits for the people while driving fast and sustainable socio-economic growth.
He stressed that the Government will continue to act as a proactive facilitator, ensuring synchronized and effective project implementation, especially for key national works, in full compliance with legal, technical, safety, and environmental standards, with the goal of advancing Vietnam confidently into a new era of development.
