Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc, Head of Inspection Team No. 01 of the Hanoi Party Standing Committee, on the morning of April 2, chaired a conference to review the draft report on inspection results for the Ward Party Standing Committee, the Ward Party Secretary, and the Chairman of the Hong Ha Ward People's Committee.

Attending the conference were Deputy Party Secretary Nguyen Van Phong; Member of the Hanoi Party Standing Committee and Chairman of the Hanoi Party Inspection Commission Do Anh Tuan, Deputy Head of Inspection Team No. 01; members of Inspection Team No. 01 and representatives of city departments and agencies.

Presenting the draft inspection report, Chairman of the Hanoi Party Inspection Commission Do Anh Tuan said that in recent times, the Hong Ha Ward Party Standing Committee had played its central leadership role, proactively implemented resolutions, and promptly issued programs and plans to ensure the political system operated smoothly. 

The dissemination of policies was carried out seriously and consistently, creating high consensus. The implementation was conducted methodically, combined with strengthened inspection and supervision, and the increased responsibility of Party organizations and leaders.

Party building work, organizational restructuring, and strengthening discipline and order were given attention, with leadership accountability promoted. Socio-economic development achieved positive results, maintaining growth, meeting budget revenue targets, ensuring site clearance, social welfare, and national defense and security. 

In the context of a newly merged administrative area, the ward gradually stabilized its organization, improved management efficiency, proactively addressed bottlenecks, maintained stability, and created a foundation for development.

The Ward Party Secretary and Chairman of the Ward People's Committee generally fulfilled their roles and responsibilities as leaders of the Party organization and local government in directing and organizing the implementation of the Resolution of the 14th National Party Congress, the Resolution of the 18th Hanoi Party Congress, and the Ward Party Congress Resolution.

The two leaders coordinated closely, maintained the principle of democratic centralism, promoted the comprehensive leadership role of the Party Committee, and improved the effectiveness and efficiency of governance and administration. This contributed to stabilizing the organizational structure and gradually ensuring smooth operations of Hong Ha Ward under the conditions of a merged ward with a heavy workload and many complex tasks.

The draft inspection report for the Ward Party Standing Committee, the Ward Party Secretary, and the Chairman of the Hong Ha Ward People's Committee also pointed out shortcomings and limitations that need to be addressed in the coming period.

Speaking at the conference, Deputy Party Secretary Nguyen Van Phong emphasized that the fact that the Hanoi Party Secretary directly served as Head of Inspection Team No. 01 created favorable conditions for the locality to better understand its tasks in the context of many key tasks currently being implemented.

He also appreciated the inspection report for clearly identifying achieved results, existing limitations, and future tasks. He requested that the Ward Party Standing Committee, especially the Ward Party Secretary and Chairman of the Ward People's Committee, seriously absorb the feedback and develop a specific corrective plan.

Phong affirmed that Hong Ha is a key area and also a future development space of the capital. Therefore, the ward must clearly recognize its responsibilities and view this as an opportunity to participate in the redevelopment of the riverside urban space. City departments and agencies need to fully recognize the specific characteristics of the area and consider supporting the ward as a shared responsibility associated with the city's urban development during this term, especially major bridge and boulevard projects.

For city departments and agencies, Phong requested strict implementation of directives and immediate action on tasks that can be carried out. For the ward, it needs to be more proactive and decisive, not passively waiting. In the immediate term, the ward should focus on strict management of the area, closely monitor population data, land records, and factors related to key projects. At the same time, it should proactively propose planning solutions, preservation efforts, and the promotion of historical and cultural values of the riverside area.

In his concluding remarks, Hanoi Party Secretary Nguyen Duy Ngoc acknowledged the results achieved by the Party organization and government of Hong Ha Ward in recent times, especially the implementation of Party Congress resolutions, the operation of the two-tier local government model, and the successful organization of elections for deputies of the 16th National Assembly and People's Councils at all levels for the 2026–2031 term in the ward.

Ngoc said the results clearly demonstrated the trust of residents and Party members in the leadership and direction of the ward Party organization and government in carrying out assigned political tasks.

According to Ngoc, the city in general and Hong Ha Ward in particular are implementing many important political tasks and major issues that have no precedent, but all have received strong support and consensus from the public. In particular, in socio-economic development, the entire city has made great efforts and achieved very good results. Social welfare policies have ensured that no one is left behind. All development tasks of the city and Hong Ha Ward place people at the center, as the subject, the goal, and the driving force of development.

Regarding tasks for the coming period, the Hanoi Party Secretary and Head of Inspection Team No. 01 requested that the Party organization and government of Hong Ha Ward directly address the shortcomings and limitations identified by the inspection team, with a spirit of "understand correctly, understand deeply, and act immediately."

Ngoc also requested that the Ward Party Secretary and Chairman of the Ward People's Committee absorb the directives and feedback from the inspection team and city leaders at the meeting to develop personal action programs and an overall action program for the ward Party organization to address the identified shortcomings and limitations. The key requirement is to take breakthrough and innovative steps to complete political tasks in the ward as soon as possible, especially site clearance for key projects.

In implementing assigned tasks, the Hanoi Party Secretary emphasized that the ward Party organization and government must improve the effectiveness and efficiency of public administration, strengthen discipline and responsibility of officials, especially leaders, in the new development phase. Discipline in task implementation must be consistent, with the right people assigned to the right jobs.

Each Party committee member and leader, especially heads of agencies, must set an example in political integrity, responsibility, professionalism, and public service spirit. Once something is said, it must be done, done quickly, done correctly, done effectively, and carried through to completion.

In addition, the ward must review all bottlenecks and assign specific responsibilities across four pillars, the Party organization, the People's Council, the People's Committee, and the Vietnam Fatherland Front Committee of the ward, while reviewing key tasks weekly to ensure tight but flexible management and meet development requirements.

On behalf of the Hong Ha Ward Party Standing Committee, Ward Party Secretary and Chairman of the Ward People's Council Bui Tuan Anh acknowledged the feedback and affirmed that the ward Party organization and government fully recognize the importance of the inspection and supervision by the Hanoi Party Standing Committee. The ward will fully absorb the directives of Hanoi Party Secretary Nguyen Duy Ngoc to finalize the report and develop a specific plan to address the identified shortcomings and limitations, clearly assigning responsibilities and timelines for implementation in the coming period.
