Under the plan of the Hanoi People's Committee, the groundbreaking ceremony is scheduled for the morning of December 19, 2025. It will take place alongside several other major projects in the city and nationwide, creating strong momentum ahead of a major national political event.

Overview of the project.
The ceremony will be held at the parking area within the sports complex in Subzone B in Thuong Phuc Commune, Hanoi. This site has been selected as the first independent subproject to break ground, meeting all legal, land clearance and symbolic requirements for the overall Olympic Sports Urban Area development.
The groundbreaking of the Olympic Sports Urban Area carries significant political and social meaning, serving as a key activity to mark the 14th National Party Congress. It also builds on the positive momentum generated by the launch and completion of major projects across Hanoi and the country in 2025.
Through this event, the city reaffirms its determination to implement major directions set by the central government and the Hanoi Party Committee on developing an integrated and modern urban infrastructure. The project is expected to create new growth drivers and contribute to the city's goal of achieving double-digit GRDP growth in the coming period.
The Olympic Sports Urban Area is defined as a symbolic and landmark project of the capital in its new development phase. Covering about 9,171 hectares, the project spans 11 southern communes of Hanoi, including Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai, and Dan Hoa.
This area holds strong development potential and plays an important role in Hanoi's strategy to expand urban space toward the south. According to the approved plan, the Olympic Sports Urban Area will be divided into four main functional subzones.
Subzone A is planned as a new urban area developed under a transit-oriented development model and will serve as a transport hub supporting the central sports complex. Subzones B, C, and D are designed as sports and service urban areas linked to large-scale sports facilities, forming an integrated sports, service, and urban complex.
The preliminary total investment for the entire Olympic Sports Urban Area project is about VND925 trillion ($38.1 billion), with an estimated population of around 751,000. The project's focal point is the Trong Dong Stadium, a national-level facility built on 73.3 hectares with a capacity of up to 135,000 seats.
The stadium is designed to meet FIFA standards and is planned to be the world's largest stadium with an automatically retractable roof. Construction of the stadium is targeted for completion by August 2028, gradually shaping a regional and international-scale sports and urban center in Hanoi.
Once completed, the Olympic Sports Urban Area will be capable of hosting major continental and international sporting events such as the ASIAD, the Olympic Games, and the World Cup. It is also expected to deliver significant socio-economic benefits by transforming the southern urban landscape, improving transport and social infrastructure, creating jobs, attracting investment, and boosting services, commerce, and tourism.
The project will also help enhance living standards and strengthen Hanoi's and Vietnam's reputation and capacity to host major international events at the regional and global levels. Relevant city departments and agencies are currently finalizing investment procedures, land clearance, technical preparation, logistics, and security measures.
These efforts aim to ensure the Olympic Sports Urban Area project meets all conditions for its official groundbreaking on December 19, 2025, in a formal and effective manner that creates a strong and meaningful milestone in celebration of the 14th National Party Congress.
