The ceremony was attended by Pham Thi Thanh Mai, Vice Chairwoman of the Hanoi People's Council and Deputy Head of the Hanoi National Assembly Delegation, along with representatives from municipal departments and agencies.

Overview of the event.
A key national infrastructure project
The Gia Binh Airport–Hanoi connection road is part of a series of nationally significant transportation projects. The road is expected to stretch 35 kilometers, with a width of 120 meters, and a total investment of VND 71,150 billion (US$2.81 billion). The route will begin at Gia Binh Airport in Bac Ninh Province and end at the Tuu Lien Bridge approach road connecting to Hanoi's Ring Road 3.
Within Hanoi's boundaries, the road will be 14 kilometers long and 120 meters wide, with an estimated investment of VND 42,450 billion (US$1.67 billion). Of this, a 7-kilometer segment from the Bac Ninh border to the junction of Hanoi's Ring Road 3 and the Hanoi–Lang Son Expressway will be newly built. The remaining 7 kilometers, overlapping with the Hanoi–Thai Nguyen Expressway and Ring Road 3, will be expanded from 35 meters to 120 meters.
The project is expected to shorten travel time from Gia Binh Airport to the capital, ease pressure on existing national highways, and drive breakthroughs in infrastructure development. It will play a vital role in socioeconomic growth, strengthen national defense and security, and expand the development space of the capital region.
Ensuring fair resettlement and livelihood support

Vice Chairwoman of the Hanoi People's Council and Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai
Regarding resettlement arrangements, the Phu Dong Commune People's Committee stated that relocation sites would be designed with modern, synchronized infrastructure to ensure that residents' living conditions are equal to or better than before.
During the project implementation, Phu Dong authorities pledged to enforce policies that support vocational changes, training, and job placement for households whose farmland is acquired. The commune will also establish open and regular dialogue channels so that residents' concerns and legitimate petitions are resolved promptly, fairly, and respectfully.
Commitment to transparency and fairness
At the groundbreaking, Mai emphasized that the subproject on resettlement, compensation, and support is being implemented in Phu Dong and Thuan An communes with a total investment of VND 6,420 billion (US$253 million). In Phu Dong alone, land clearance will cover about 188 hectares across 22 villages and residential clusters.
She noted that once completed, the road will create a new economic development corridor, attract investment, and boost industry, services, and tourism. It will shorten travel distances, expand trade opportunities, and foster comprehensive socioeconomic transformation, improving both material and cultural living standards for local people.
To ensure smooth and timely implementation, she stressed that land clearance, compensation, support, and resettlement must be carried out transparently, fairly, and in compliance with the law. All compensation policies and rates will be publicly posted for residents to monitor, with the assurance that their legitimate rights and interests will always be prioritized at the highest level.
