The agreements aim to establish the Hanoi Innovation Center, promote research and the application of science and technology and advance digital transformation, laying an important foundation for the capital's rapid and sustainable development in the 2025–2030 period.

Overview of the event.
Attending the ceremony were Deputy Minister of Science and Technology Hoang Minh and Vice President of the Vietnam Academy of Science and Technology Chu Hoang Ha. Hanoi was represented by Vice Chairman of the Hanoi People's Committee Truong Viet Dung, along with leaders of city departments and agencies.
As part of the event, the Hanoi People's Committee and the Ministry of Science and Technology signed a cooperation agreement on the establishment of the Hanoi Innovation Center and a network of innovation centers across the city.
The agreement reflects a shared policy consensus between the Standing Board of the Party Committee of the Ministry of Science and Technology and the Standing Board of the Hanoi Party Committee on strengthening cooperation in science, technology and innovation activities in the capital.
The agreement aims to enhance coordinated and effective collaboration in establishing and supporting the development of the Hanoi Innovation Center and its associated network. The center is expected to become a model innovation hub for the country and a benchmark that can be replicated in other localities.

Under the agreement, the Ministry of Science and Technology will guide and support the Hanoi People's Committee in implementing plans and tasks related to the establishment and operation of the Hanoi Innovation Center and the innovation center network, in line with the Law on Science, Technology and Innovation, the Capital Law, Resolution No. 461/NQ-HDND dated September 29, 2025 of the Hanoi People's Council and other relevant regulations.

The Hanoi People's Committee will proactively and regularly exchange information and closely coordinate with the ministry in investment, construction and operation.

Both sides are set to set up Hanoi Innovation Center.
The Hanoi Innovation Center is identified as a strategic hub for connecting, mobilizing and coordinating resources to develop the innovation system and startup ecosystem. It aims to strengthen scientific and technological capacity, enhance enterprise competitiveness and contribute to innovation-driven growth, supporting the realization of Hanoi's socio-economic development goals.
Alongside this, a network of innovation centers will be developed in high-tech parks, industrial zones, universities, research institutions and enterprises across the city, with connections to domestic and international networks. The Hanoi Innovation Center is oriented toward becoming a national-level innovation center with international standing.

Cooperation will focus on research and deployment of advanced technological solutions for smart urban planning, modern urban management and the development of synchronized technical infrastructure.
Priority areas include addressing urgent environmental challenges and developing systems based on big data, artificial intelligence, the Internet of Things, biotechnology and new materials to support city management and operations and improve residents' quality of life.
The signing of these strategic cooperation agreements with the Ministry of Science and Technology and the Vietnam Academy of Science and Technology further underscores Hanoi's determination to position science, technology, innovation and digital transformation as key drivers, creating a solid foundation for the capital's fast and sustainable development in the 2025–2030 period.
