Hanoi People's Council approves 2026 administrative civil service staffing levels

The Hanoi People's Council on the morning of November 27 approved staffing levels and labor contract quotas for the city's administrative agencies in 2026.

According to the resolution, the total number of civil servants and specialized contract staff under Resolution 26/2024/NQ HDND for Hanoi's administrative agencies in 2026 includes 13,555 administrative civil service positions. Of this total, 13,251 positions are allocated and 304 are reserved. Specialized contract positions under Resolution 26/2024/NQ HDND include 227 quotas.

Overview of the session. 

The total number of public employees receiving state budget salaries in Hanoi's agencies and units in 2026 is 117,555 positions, including 117,061 allocated quotas and 494 reserved quotas.

The number of part-time staff at the commune level in 2026 is set at 4,539 positions.

The municipal People's Council also approved labor contract quotas for administrative agencies and public service units in 2026. Contract positions for support and service work under Decree 111/2022/ND CP total 11,500 quotas, including 1,650 for administrative agencies and 9,864 for public service units.

Contract positions for professional and technical work in public units in the health and education sectors under Decree 111/2022/ND CP include 2,748 quotas. Contract positions for childcare staff at public schools include 8,015 quotas.
