Hanoi Party Chief underscores great national unity as foundation for sustainable long-term development

Dear Nguyen Thi Thu Ha, Member of the Party Central Committee and Vice Chairwoman and Secretary-General of the Central Committee of the Vietnam Fatherland Front,

Dear leaders and former leaders of the Party and State; leaders and former leaders of the Hanoi Party Committee, People's Council, People's Committee and Fatherland Front; Heroic Mothers, heroes of the armed forces and Labor Heroes,

Dear Presidium of the Congress,

Dear esteemed guests and delegates,

Dear Congress,

1. Throughout the long history of building and defending the nation, great national unity has always been the invincible strength that helped Vietnam overcome hardships and achieve victory.

President Ho Chi Minh once taught: "Unity, unity, great unity – Success, success, great success." His guidance remains the compass for every triumph of the revolution and every achievement of the capital today and in the future.

Deeply understanding His teachings, the Hanoi Party Committee has always considered building and promoting great national unity both a strategic mission and a driving force for sustainable development.

During the past term, Hanoi faced unprecedented global challenges such as the Covid-19 pandemic, global economic volatility, geopolitical tensions and disrupted supply chains.

Domestically, we advanced major reforms, including streamlining the political apparatus, implementing a two-tier local government model and carrying out strategic resolutions of the Party Central Committee.

Despite these obstacles, the Party, authorities, Fatherland Front and the people of Hanoi upheld firm resolve, united to overcome difficulties and decisively carried out key missions and solutions.

We've effectively implemented the 13th National Party Congress Resolution and the 17th Hanoi Party Congress Resolution, achieving several notable results:

Hanoi's economy grew steadily, with an average GRDP expansion above 6.5% per year and an economic scale exceeding US$63 billion, contributing significantly to national growth.

The two-tier local government model operated smoothly, effectively and closer to the people.

Science, technology, innovation and digital transformation increasingly fueled the city's development. Hanoi leads the nation in building a digital government, digital economy and digital society.

People's living standards improved; social welfare was ensured; and Hanoi eliminated all poverty under its own criteria.

The capital's cultural values flourished and human development advanced. Hanoi was recognized as the world's leading cultural destination in 2025.

The city successfully organized many major political, economic, diplomatic, cultural and sports events, including the A80 celebration marking the 80th anniversary of the August Revolution and National Day.

Patriotism and national pride were strongly awakened and public trust in the Party and government strengthened, creating a solid foundation for Hanoi to move confidently into a new era of national progress.

Notably, Hanoi successfully held the 18th Hanoi Party Congress for the 2025–2030 term, which is an important political event marking a major transformation in the capital's development.

The Congress aligned with nationwide efforts to streamline the apparatus, enforce the two-tier government model and expand development space guided by three institutional pillars: Resolution 15 of the Politburo, the Capital Law and the city's two key planning frameworks.

The Congress set out the action motto: "Unity – Democracy – Discipline – Breakthrough – Development", showing strong political determination to build a "cultured, civilized, modern and happy capital".

Within Hanoi's achievements, the Fatherland Front truly acted as "the heart of the great national unity bloc", connecting the Party, authorities and people and gathering the wisdom, affection and responsibility of all residents.

The Fatherland Front closely followed guidance from the Central Committee of the Vietnam Fatherland Front and the Hanoi Party Committee to fulfill the 18th Congress Resolution of the Hanoi Fatherland Front for the 2024–2029 term.

Under the spirit of "Promoting great national unity, inspiring dedication and building a modern, civilized capital where people live happily", the Congress set three breakthroughs: (1) Renewing content and operating methods toward flexibility and effectiveness, (2) Strengthening the Fatherland Front's leading role in great national unity and (3) Improving the quality of supervision and social criticism, contributing to building strong Party organizations and government institutions.

After reviewing the Political Report and listening to the presentations, I emphasize the following achievements:

First, the Fatherland Front and its member organizations successfully promoted the Party's guidelines, State policies and key political missions of the capital.

Hanoi held many major celebrations, including the 70th anniversary of the Dien Bien Phu Victory, the 70th anniversary of Hanoi Liberation Day, the 50th anniversary of national reunification and the A80 event.

The Fatherland Front mobilized intellectuals, artists, religious dignitaries and prominent community figures to strengthen great national unity and promote socialist democracy.

Ethnic and religious affairs received attention, contributing positively to building the capital.

Second, the Fatherland Front effectively conducted social supervision, criticism and protection of legitimate public rights while helping build a clean and strong political system.

Front units contributed significantly to drafting political documents for Party congresses at all levels for the 2020–2025 term and for the upcoming 14th National Party Congress.

They organized widespread consultations on draft laws, notably the revised Capital Law. The agencies also helped facilitate dialogues between authorities and citizens, strengthening public trust.

Third, the Fatherland Front upheld the spirit of "Hanoi for the whole nation" and actively engaged in humanitarian work.

The Fatherland Front mobilized resources to support citizens affected by Covid-19, storms, floods and landslides, including during Typhoon Yagi in September 2024 and recent disasters in northern and central Vietnam.

The Fatherland Front launched many nationwide movements: "All people unite to build new-style rural areas and civilized urban areas", "Vietnamese people prioritize Vietnamese goods", "Solidarity and creativity for higher productivity and international integration", "Join hands for the poor" and donations for the "For the poor" Fund, Relief Fund and "For Vietnam's Seas and Islands" Fund.

These movements received strong support from religious communities, ethnic groups and overseas Vietnamese.

Fourth, the Fatherland Front implemented the restructuring of its apparatus and socio-political organizations as part of the streamlined two-tier local government model.

Training and capacity-building improved the professionalism and digital skills of Front officers. For these achievements, many Front units and individuals received high honors from the Party and State.

On behalf of city leaders, I praise and congratulate all levels of the Fatherland Front for their outstanding contributions.

I also thank the people of Hanoi for their patriotism, unity and support for the city's policies.

2. Entering a new development era, Hanoi is accelerating implementation of the 18th Party Congress Resolution, the Capital Law and the machinery-streamlining reform.

The city works closely with the nation toward two historic centennial milestones:

– 2030: 100 years of the Communist Party of Vietnam and becoming a modern industrialized developing country with upper-middle-income status;

– 2045: 100 years of the Socialist Republic of Vietnam and becoming a developed, high-income socialist nation.

These goals require the entire political system to act decisively, maximize institutional breakthroughs and develop rapidly and sustainably.

Hanoi must realize the vision of becoming a "cultured capital, globally connected, elegant and humane, harmoniously developed, peaceful and prosperous, with a service-oriented government, dedicated enterprises, a trusting society and happy citizens", while remaining the nation's political-administrative center and a major hub for the economy, culture, education, science and international integration.

Regarding tasks for the next term, I agree with the Political Report and propose several issues for discussion:

First, we need to ensure comprehensive leadership of the Standing Committee of the Hanoi Party Committee at all levels over the Fatherland Front and prioritize unity, social consensus and strong alignment with the Party and government.

The Fatherland Front should turn great national unity into a source of "soft power" that advances development and global integration. This aligns with the message of General Secretary To Lam at the 2025 Great National Unity Festival in Thuong Cat Ward: "In the warm spirit of the festival, we reaffirm an eternal truth: Great national unity is our priceless heritage and the strength behind every victory."

Second, Front organizations must stay close to local realities, focus on grassroots and mobilize citizens to support major national and city projects. They must lead in implementing newly issued Party resolutions and highlight model initiatives across movements and social activities.

Local and city-level agencies must promote social welfare and humanitarian programs with new, effective approaches that harness community strength.

Third, we have to strengthen the Fatherland Front's role in the 2026–2031 National Assembly and People's Council elections to ensure selection of worthy representatives of the people's will.

All agencies must promote socialist democracy and contribute to building a law-governed socialist state of the people, by the people and for the people.

Fourth, the Fatherland Front must improve the quality of supervision and social criticism and institutionalize the principle: "People know, people discuss, people do, people monitor, people supervise and people benefit."

The Fatherland Front of Hanoi should implement the "3 public – 3 oversight" criteria: public objectives, public resources and public progress; and oversight by the people, the Fatherland Front and the media.

I suggest that Fatherland Front agencies strengthen dialogue between authorities and citizens and enhance community-level inspection and investment monitoring and work closely with the Party Committee's Inspection Commission and the People's Council to monitor implementation of key national and city-level policies.

Besides, we need to address bottlenecks that affect residents and businesses, with the goal of serving them better.

Fifth, acceleration of comprehensive digital transformation across the Fatherland Front system is a priority.

We must use data, artificial intelligence and real-time platforms to build the "Digital Fatherland Front of the Capital", linked with digital Party organizations, digital citizens, digital government, digital economy, digital society and digital culture.

Besides, all agencies must promote digital skills for Front officers so every policy, movement and message reaches the community widely, quickly and effectively.

Sixth, the Fatherland Front must promote the central role in empowering citizens and expanding their participation in governance under the two-tier model and create a modern, flexible, people-centered Front that stands with citizens in the new era.

Seventh, the Fatherland Front must strengthen the organizational structure, improve personnel quality and address difficulties at grassroots units.

Local officers must demonstrate integrity, open-mindedness, long-term vision, professional expertise and strong digital capabilities. They must "Dare to think, dare to speak, dare to act, dare to take responsibility, dare to innovate, dare to confront challenges and dare to act for the common good."

The Fatherland Front must harness the knowledge of advisory councils, experts, intellectuals, artists and overseas Vietnamese to contribute to Hanoi's development.
