Speaking at the ceremony, Vice Chairman of the Hanoi People's Committee Truong Viet Dung described the event as a "milestone in implementation speed" and the most concrete demonstration of the principle of "matching words with action."
In less than two weeks from the moment the idea was initiated, tangible results have already been achieved. This, he stressed, is clear evidence of the decisive and effective working style of the city government and the health sector.
According to Dung, the cooperation model highlights the advantages of the two-tier local government system currently being implemented in Hanoi. In the past, grassroots healthcare management was fragmented and faced many difficulties. Today, with focused and decisive direction, many long-standing bottlenecks have been removed.
Notably, deploying doctors from Hanoi Medical University to ward-level health stations is a practical step toward building a capital that is cultured, civilized and modern, where residents' happiness is the ultimate measure of success.

Under this model, residents no longer need to travel far or crowd into higher-level hospitals. They can access high-quality medical services right in their own wards.
Dung also called on relevant agencies to study and replicate this effective model beyond Vinh Hung so that residents across Hanoi can equally benefit from quality healthcare services.
Phan Thi Thu Huong, Party Secretary of Hanoi Medical University, affirmed the university's strategic commitment to accompanying the capital. From both professional and training perspectives, she introduced a new and in-depth viewpoint, noting that the integration of "hospital and university" at ward-level health stations represents a model of dual benefits.
In this approach, prevention and treatment must be closely linked, like hands and feet, and cannot be separated. Sending doctors and medical students to the grassroots level is not only about providing medical care but also creates a highly valuable practical training environment. Medical students must understand the community and disease patterns at the grassroots level to become well-rounded physicians.
Huong has committed to expanding and replicating this model in other areas, particularly Hoa Lac and satellite urban zones, to reduce pressure on the inner city and improve living standards in suburban areas.
