The session was attended by Deputy Secretary of the municipal Party Committee Nguyen Trong Dong and members of the Standing Committee of the Party Committee, including Head of the Organization Commission Ha Minh Hai, Head of the Hanoi Commission for Publicity, Education, and Mass Mobilization Nguyen Doan Toan, Chairman of the Inspection Commission Do Anh Tuan and Head of the Internal Affairs Commission Tran Dinh Canh. Permanent Vice Chairman of the municipal People's Committee Duong Duc Tuan and Lieutenant General Nguyen Thanh Tung, Director of Hanoi Police, also took part.

Overview of the session.
Reporting at the session, Chairman of the O Cho Dua Ward People’s Committee Le Tuan Dinh said state budget revenue as of November 20 reached more than VND2.688 trillion ($107.5 million), while spending totaled more than VND199 billion ($8 million) or 79.45 percent of the estimate. The ward had disbursed VND165.3 billion ($6.6 million) out of VND231.3 billion ($9.3 million) in capital construction funding and aims to reach 98 percent disbursement by the end of 2025.
The ward has advanced administrative reform across all areas and established 65 community digital transformation teams with 381 members. It has also prepared digital equipment for residential groups and launched an AI assistant on October 10, 2025, to support administration and public services, marking an important milestone in its digital transformation effort.
Regarding land clearance for Ring Road 1, all 591 compensation plans were approved and 292 resettlement apartments were allocated for 213 households. The ward has handed over 443 plans or 75 percent of the total, while 148 plans remain outstanding. Twenty-eight households have committed to handover before November 28, and the ward plans to complete compulsory handover for 120 plans before December 15.
In Lang Ward, Party Secretary and Chairman of the Ward People’s Council Nguyen Hong Dan said Party building and political, economic, cultural and social tasks have been carried out effectively in 2025. Budget revenue reached VND32.6 billion ($1.3 million) or 134.82 percent of the target and public investment disbursement reached 73.3 percent of the plan.

For the Ring Road 1 project, 597 land recovery plans were required and 564 have been approved. Before the administrative merger, 118 plans were handed over, leaving 479 pending. After the merger, 125 additional handovers were completed, bringing the total to 243 plans or 40.7 percent.
In Giang Vo Ward, Party Secretary and Chairman of the Ward People's Council Tong Hoc Nghia said that after five months operating under the two tier local government model, political and administrative bodies are functioning stably. Budget revenue is estimated at VND56 billion ($2.2 million) or 143.4 percent of the plan and budget spending has met 100 percent of the approved estimate.
For Ring Road 1, 794 out of 795 plans have been approved. A total of 477 plans have been handed over while 318 remain. Among these, 144 households have received compensation or resettlement housing but not yet handed over land, and the ward has cut electricity and water for 138 of them. The remaining 174 households have not yet collected compensation or resettlement housing.
Vice Chairman of the People's Committee Duong Duc Tuan said localities must strengthen their political systems while accelerating reforms based on clear and comprehensive decentralization. He stressed that land clearance for the Hoang Cau to Voi Phuc section must be completed before December 15 2025 and technical traffic opening must take place before January 15 2026.
He noted that congestion, environmental pollution, flooding, urban disorder and food safety require coordinated action by all 126 communes and wards along with support from city departments. He said Hanoi will prepare specific planning and projects to address these issues.
He added that the city has deployed AI camera systems for traffic management and that these systems must cover urban space comprehensively for traffic, security and digital management.
Concluding the session, Secretary of the municipal Party Committee Nguyen Duy Ngoc praised the results achieved by the three wards, especially progress on the Ring Road 1 interchange. He asked them to continue working to meet the project timeline.
He requested localities to strengthen staffing based on actual workload without secondment or pilot arrangements and emphasized the need to modernize Party activities to ensure members stay aligned with leadership directions. He said decentralization must be linked to administrative procedures and digital transformation, with adequate training, equipment and connectivity to use shared data effectively.
He stressed that commune and ward authorities must contribute to economic development, support revenue generation and apply innovation and digital tools to grow the digital economy. The city targets growth of 11 percent or more next year, and localities must identify resources to support this goal.
He said one Vice Chairman of the People's Committee is assigned to coordinate with four departments to address five major public concerns and asked localities to follow the city's model to avoid overlap and clarify responsibility.
He also emphasized public security and praised Hanoi Police for maintaining control over traditional and cyber crime. He asked localities to ensure development goes hand in hand with social welfare so no one is left behind.
Ngoc affirmed that the municipal Party Committee, the People's Council, the People's Committee and the Vietnam Fatherland Front will accompany grassroots levels. He called on localities to stay proactive and avoid the situation where leadership is determined but implementation lags.
