In 2024, the Vietnam Fatherland Front (VFF) at all levels and its member organizations proactively developed and implemented timely action plans linked to the political tasks of localities. They identified and carried out focused, key tasks, achieving many positive results.

The VFF of Hanoi focused on guiding and directing the successful organization of the Vietnam Fatherland Front Congress at all levels for the term 2024-2029. The congresses were truly festive events and significant political activities for people of all walks of life, leaving lasting marks of innovation and creativity. A total of 1,239 works and activities were held to celebrate the Congress of the Vietnam Fatherland Front at all levels for the term 2024-2029.
The VFF and its member organizations strengthened propaganda, mobilized support, and captured public opinion. They also coordinated well in propagating activities to celebrate major national holidays and events, especially organizing a series of activities such as visiting, presenting gifts, meeting with, and expressing gratitude to the Dien Bien soldiers, youth volunteers, and war veterans in the city.
The organization of the People's Congress to discuss building a cultural life at the grassroots level and the Great National Unity Festival in residential areas saw many innovations in both content and form, with themes aligned with the key tasks of 2024. In total, 5,171 neighborhood groups organized the festival (100% participation), with 4,911 areas hosting both ceremonies and festivities (94.97%), and 2,607 areas organizing community unity meals.
In 2024, the "For the Poor" Fund at three levels received and registered support totaling VND49.2 billion (US$2 million), and VND70.073 billion ($2.9 million) was allocated to build and repair 1,405 "Great Unity" houses worth VND43.82 billion ($1.8 million); support was provided to develop production and livelihoods for 650 households totaling over VND4.573 billion ($190,000); 1,043 people received medical treatment worth VND1.15 billion ($48,000); support for poor and disadvantaged students totaled over VND769 million ($31,000), with other aid amounting to VND19.761 billion ($800,000) for poor, near-poor households, and those in special circumstances both within and outside the city.

The VFF of Hanoi also collaborated with the City People's Committee to complete the construction and repair of 714 "Great Unity" houses for poor and disadvantaged households, contributing to the goal of eliminating all temporary and dilapidated houses in the area. At the same time, the committee provided timely support to victims affected by natural disasters, especially when the city was impacted by Typhoon No. 3.
The social monitoring, feedback, and contributions to building the Party and government activities by the Vietnam Fatherland Front and its political-social organizations at all levels in 2024 were conducted in accordance with regulations and the functions and tasks of the VFF.
Speaking at the conference, Vice President of the Central Committee of the Vietnam Fatherland Front, To Thi Bich Chau, recognized and highly appreciated the activities of the Hanoi VFF in 2024, especially the support from Hanoi and the VFF for national social welfare activities. She affirmed that the gratitude activities in the city and the VFF had created trust and support among all levels of the people.
Looking ahead, Vice President To Thi Bich Chau required Hanoi's VFF to focus on implementing Resolution 18-NQ/TW, the resolutions of the VFF Congress at all levels, and specify them through concrete action programs, each with specific topics, to have a foundation for measuring results. At the same time, the focus should be on major events for the capital and the country.
In his closing speech, Permanent Deputy Secretary of the Hanoi Party Committee, Nguyen Van Phong, expressed his happiness in confirming that in 2024, the city achieved many outstanding results. Notably, the city focused on drafting the amended Capital Law, creating special institutional mechanisms for Hanoi to maximize its potential and contribute more to the country.
Additionally, for the first time, the city created a master plan for Hanoi until 2030, with a vision for 2050, reflecting new perspectives and ideas. The comprehensive adjustment of the Hanoi Master Plan to 2045 and vision to 2065 also took place.
Despite many challenges, the city achieved 23 out of 24 targets for the year, with 6 exceeding the plan; for the first time, the city's budget exceeded VND500 trillion ($21 billion), reflecting the great efforts of the city.
In parallel with economic development, Hanoi followed the principle that all development achievements should benefit the people. The city accomplished the goal of eliminating all temporary housing for citizens. By the end of 2024, Hanoi had no poor households, and many districts had no near-poor households.
This result reflects the city's sustainable development and is a testament to the city's commitment to caring for all its citizens. Deputy Secretary Nguyen Van Phong emphasized that these achievements, alongside the central government's leadership, reflect the concerted efforts of the entire political system and, importantly, the proactive participation of the people.
In particular, the VFF at all levels has played an essential role in fostering and amplifying the spirit of unity and mutual assistance among the people. "Charitable work in society is a measure of local development," emphasized Nguyen Van Phong. He highlighted that the VFF's roles and responsibilities were clearly defined and urged the Hanoi VFF to continue adhering to these functions and responsibilities.
The VFF should also encourage Hanoi residents to actively and responsibly participate in the Party Congress by assisting in the development of the Congress's documents, monitoring activities, and evaluating the performance of Party members, especially those in leadership positions at all levels, ensuring democracy is promoted and contributing to Party building.
He also called for the Hanoi VFF to strengthen its role in monitoring and social feedback, particularly in implementing the Capital Law and the city's master plans to ensure that policies are aligned with real-world conditions. Additionally, the VFF should continue to be at the forefront of political mobilization, gathering the people to build a "Bright-Green-Clean-Beautiful" Hanoi.
Permanent Deputy Secretary Nguyen Van Phong stressed that in 2025, the country and Hanoi will face new opportunities and challenges. Building on past achievements, Hanoi needs to do even more to lay the foundation for a new development phase. He expressed his hope that the Hanoi VFF would be the center of unity for the people, helping build a civilized, modern, and cultural capital.
At the conference, on behalf of the President, Vice President of the Central Committee of the Vietnam Fatherland Front To Thi Bich Chau presented the Third Class Labor Medal to the Director of the Hanoi VFF Office, Pham Thi Thuy Ha. Permanent Deputy Secretary Nguyen Van Phong and President of the Hanoi VFF, Nguyen Lan Huong, awarded flags for excellent emulation movements and certificates of merit from the City Party Committee, People's Committee, and VFF of Hanoi to outstanding individuals and organizations.
The Hanoi Party Committee presented certificates of merit to 10 organizations and 10 individuals for their achievements in a special emulation movement to mark the Vietnam Fatherland Front Congresses at all levels and the 10th Congress of the Vietnam Fatherland Front.
The People's Committee awarded certificates of merit to 20 organizations and 20 individuals for their outstanding contributions to the Vietnam Fatherland Front Congresses in Hanoi, and the Hanoi VFF presented awards to 54 organizations and 125 individuals for their excellent contributions.
On this occasion, many organizations and individuals were also recognized by the Hanoi People's Committee for their work in organizing activities to commemorate the 70th anniversary of the Liberation of Hanoi and their outstanding efforts in disaster relief following Typhoon No. 3.
