This resolution applies to individuals who have permanent residency in Hanoi and seek financial assistance for making contributions to voluntary social insurance and health insurance.

The list of eligible beneficiaries has been significantly expanded. It now includes households classified as poor, near-poor, recently out of poverty, or recently out of near-poverty status according to Hanoi's multidimensional poverty criteria. It also covers elderly individuals aged 70 to under 75 who do not hold a health insurance card and are not eligible for mandatory health insurance. 

Additionally, persons with mild disabilities (excluding children under 16), ethnic minorities without a health insurance card and who are not covered by mandatory health insurance, and students from disadvantaged backgrounds within farming, forestry, or fishery households with average living standards currently studying at educational institutions in Hanoi are included. 

Individuals from agricultural, forestry, or fishery households with average living standards according to Hanoi's standards, as well as those voluntarily participating in social insurance who are not required by law to do so but meet the conditions set by the government, are also eligible.

The resolution introduces specific subsidy rates that significantly supplement existing state policies. For voluntary social insurance contributions, the city will provide an additional 50% support for people from poor households as defined by the government and the Prime Minister. 

For those from near-poor households, the city will provide an additional 60% contribution. Other eligible groups will receive an extra 10% contribution support.

These support levels are calculated based on the monthly contribution rate for voluntary social insurance, which is pegged to the poverty threshold in rural areas. These figures will be adjusted if there are any changes in relevant policies issued by the central government.
