Hanoi completes new rural development program for 2024

The Hanoi People's Committee in April voted to propose the recognition of Hanoi as having completed the national target program on new rural development in 2024.

According to the committee, the city has fulfilled all eight criteria set forth in by the prime minister in Decision No.321/QD-TTg on March 8, 2022. All districts in Hanoi have met the new rural standards, and Son Tay Town has also completed its rural development mission.

Regarding the criterion that "At least 20% of districts must meet the advanced new rural standards", five districts have achieved this item: Thanh Tri, Gia Lam, Hoai Duc, Dong Anh, and Thanh Oai.

Hanoi now has 229 out of 382 communes (accounting for 60% of the total) that meet the advanced new rural standards, satisfying the requirement that "At least 40% of communes meet the advanced new rural standards."

With the rural development master plan approved by the Hanoi People's Council on December 6, 2023, the city has fulfilled the requirement of "Having a provincial-level rural development plan for the 2021-2025 period approved by the provincial-level People's Council".

Besides these five criteria, Hanoi also meets three other standards under Decision No.321/QD-TTg: "At least 70% of district roads, provincial roads, and national highways must be lined with trees", "The public green space per person must be at least 4 square meters", and "The citizen satisfaction rate with public administrative services must be 80% or higher".

In 2021-2025, despite the COVID-19 pandemic and natural disasters, Hanoi has successfully implemented the new rural development program, resulting in continuous improvements in the living standards of rural residents.

In 2024, the city's health insurance coverage reached 95.25%, a 5% increase compared to 2020. The percentage of hamlets and villages recognized and maintaining the title of "Cultural Village" reached 95.4%, up 33% from 2020.

The percentage of households recognized and maintaining the title of "Cultural Family" in 2024 is 95%, an increase of 5.8% from 2020. The rate of people with stable employment is 98.3%, up 2.5% from 2020.

The percentage of trained workers is 74.3%, an increase of 2.8% from 2020, and the percentage of workers holding degrees or certificates is 54%, up 3.5% compared to 2020.

Political security, social order, and rural safety have been maintained. The total production value of agriculture, forestry, and fisheries (at current prices) in 2024 reached VND66.4 trillion ($2.6 billion), a 12.4% increase on-year.

Agricultural and forestry exports exceeded $2 billion, with agricultural and food products accounting for nearly $1.5 billion, up 34% on-year.

Hanoi is also the first centrally governed city to complete the rural development mission and submit it for official approval.

At the conference, all 40 members of Hanoi's Steering Committee for the National Target Programs voted that Hanoi is eligible for submission to the competent authorities for recognition as a city that has completed the new rural development program in 2024.

According to Dang Thi Phuong Hoa, Vice Chairwoman of the Vietnam Fatherland Front Committee of Hanoi, the committee conducted a survey in 124 communes across all 18 districts and towns to assess public satisfaction with the city's rural development achievements. Nearly 137,000 households were surveyed, accounting for 75% of all households in these communes.

The survey results showed overwhelming support and satisfaction from the public. From questions 1 to 8, satisfaction rates ranged from 98.8% to 99.75%, and for question 9, the rate reached 99.66%.

Nguyen Xuan Dai, Director of the Hanoi Department of Agriculture and Environment, said that every year the city prepares specific plans for implementing the national rural development program, balances capital sources, and ensures necessary conditions for execution, so there is no construction debt left behind.

According to Deputy Chairman of the Hanoi People's Committee, Nguyen Manh Quyen, Hanoi now has 11 districts that meet the new rural standards, including five districts meeting the advanced standards.

Thuong Tin District is now under review for official recognition. The city also has 200 communes meeting the advanced standards and 109 model new rural communes. The average rural income in Hanoi is around VND75 million ($2,900) per person per year, and there are no more poor households.

Quyen called on relevant departments and agencies to work together to finalize documentation and highlight Hanoi's achievements in rural development, particularly during the 2021-2025 period, and promptly submit them for official recognition of the city's completion of the program.

On the same day, members of the city's Steering Committee for the National Target Programs also voted to recognize Thuong Tin District's eligibility to seek for recognition as an advanced new rural district in 2024.

Thuong Tin District was recognized by the Prime Minister as meeting the new rural district standards in 2020. To date, all 28 communes meet the new rural standards, and its town has achieved the status of a civilized urban center. The public satisfaction rate is over 95%.

The survey conducted by the Hanoi Vietnam Fatherland Front Committee showed that the majority of households in the district were satisfied with the process of implementing the advanced new rural development program. Thuong Tin has met all nine criteria under Decision No.320/QD-TTg.

With this, Hanoi now has six districts meeting the advanced new rural standards, exceeding the initial targets.
