The ceremony was held simultaneously with 250 other sites nationwide, including 10 in Hanoi, to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 – September 2, 2025).

A strategic project for innovation and international integration
The Hanoi Biotechnology High-Tech Park Infrastructure Development and Business Project (Silver Lake) is a key, strategic project that marks a new milestone for the capital in science, technology, innovation, and international integration. The project is led by Pacific Land Vietnam Joint Stock Company as the investor.
The groundbreaking marks the realization of major policies of the Party and the State on science and technology development, particularly in biotechnology. It also translates into action the directives of the Prime Minister, the Hanoi Party Committee, and the People's Council, contributing to the implementation of Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation.
Patrick Gerard McKillen, Chairman of Pacific Land, affirmed that the company will develop the project with world-class infrastructure, among the most advanced in Southeast Asia. He pledged to respect and protect the community's living environment, work closely with partners, and ensure the facility operates efficiently, contributing to enhancing Hanoi's competitiveness and quality of life.
Vu Xuan Hung, Director of the Hanoi High-Tech and Industrial Park Management Board, stated that the project covers 199.3 hectares with a total investment of VND 7,400 billion (US$292 million). It is the first and only biotechnology high-tech park in Vietnam at present.
Attracting advanced biotechnology investment
The project aims to build and operate modern infrastructure to attract high-tech investment projects, with priority areas including biomedicine and pharmaceuticals, high-tech agriculture, microbiology and environmental treatment, as well as advanced biotech equipment and solutions.
Vu Xuan Hung commended the efforts of Pacific Land Vietnam and its partners in preparing financial resources and project implementation plans. He emphasized that following the groundbreaking, the Management Board will work closely with municipal departments and local authorities on compensation and land clearance, ensuring residents' legitimate rights and handing over cleared land to the investor on schedule.
He added that the Management Board will guide and support the investor to complete administrative procedures quickly and transparently under the city's "green lane" mechanism. Construction will be supervised to ensure compliance with planning, synchronization, modern standards, and integration with surrounding infrastructure, with special attention to sustainability.

He also urged the investor to uphold responsibility, mobilize maximum resources, and execute the project on schedule, ensuring high-quality infrastructure that balances sustainability and community harmony.
A future biotechnology hub for Hanoi
The Hanoi Biotechnology High-Tech Park is located at the western gateway of the capital, adjacent to Tay Thang Long Avenue. It is designed as a multifunctional high-tech zone that integrates sub-areas such as an R&D and high-tech manufacturing center, luxury housing complexes, commercial-service hubs, universities and training institutes, and an international hospital applying biotechnology.
The project is expected to become the core of the national high-tech network, attracting leading global corporations. Once operational, it will drive knowledge-based economic growth, build a high-value technology chain, generate jobs, and enhance Hanoi's competitiveness. It will also establish the capital as a regional leader in biotechnology and innovation.
