The conference was attended by Dang Xuan Phuong, Deputy Secretary of the Party Committee of the National Assembly; Deputy Chiefs of the National Assembly Office Nguyen Thi Thuy Ngan and Nguyen Manh Hung; and Nguyen Doan Toan, member of the Standing Committee and Head of the Commission for Publicity, Education and Mass Mobilization.

At the ceremony, Nguyen Minh Long, Permanent Deputy Head of the Hanoi Party Committee's Organization Commission, announced Decision No. 317-QD/TU, dated November 25, 2025, by the Central Standing Committee, appointing Vu Minh Tuan, born in 1975 and currently Deputy Chief of the National Assembly Office, as Deputy Head of the Hanoi Party Committee's Commission for Publicity, Education and Mass Mobilization.
He will also serve as Director of the city’s consolidated news and broadcasting agency once it is established.
After presenting the decision and offering congratulations, Deputy Secretary Nguyen Van Phong said Tuan is a well-trained official with experience in many positions. He added that Tuan is a professional journalist with strong management capacity, dedication to the profession and a genuine passion for the field.
Phong said he was pleased that Hanoi has received a qualified official to take charge of the city's consolidated press agency after the central government's policy to merge media units into a single entity for the capital.

He noted that Hanoi has recently completed the 18th Congress of the City Party Committee with a vision to build a cultured, modern, civilized and happy capital. By 2030, Hanoi aims to reach competitiveness equal to major capitals and cities in Southeast Asia and Asia, and by 2045 it seeks to become a comprehensively developed and globally connected city.
At the third meeting of the City Party Committee, Hanoi also set a target for economic growth of at least 11 percent in 2026 and throughout the 18th Congress term. He said this is a challenging goal that requires substantial effort from the entire city.
To achieve these goals, he stressed the need for many solutions. From the city's development experience, he said that one decisive factor behind Hanoi's recent achievements has been the strong support and consensus of citizens, party members, central agencies, neighboring provinces and international partners.
He emphasized that communication work, public outreach and the media have played an essential role in building that consensus.
"Hanoi expects that the Hanoi Press and Radio-Television Agency will become a vital institution that strengthens communication and public engagement, deepens understanding and inspires the aspirations and positive contributions of Party members and citizens," said Phong.
He praised Tuan's readiness to take on the new responsibility and expressed hope that he would quickly familiarize himself with the work, coordinate with the leadership of the commission and city agencies, and develop proposals for establishing the consolidated news and broadcasting agency.
He also requested the Commission for Publicity, Education and Mass Mobilization to create the best conditions for Tuan to fulfill the important duties entrusted by the municipal Party Committee. He expressed confidence in the strong and effective development of the new press and broadcasting agency.
In his remarks, Tuan expressed his gratitude, saying he felt honored and deeply moved to be entrusted with the role. He noted that the assignment is not only a major responsibility but also a profound source of pride, allowing him to contribute to the city's development and uphold the dedication and spirit of many generations.
He said Hanoi is entering a period of strong transformation, marked by innovation and accelerated growth. In this process, communication and public outreach play a vital role.
He acknowledged the contributions of generations of officials in these fields and said this legacy requires continuous effort from every member of the Commission to uphold its achievements and honor the trust of the Party Committee, city leadership, and the people.
With the responsibilities assigned, he affirmed his commitment to contributing his full efforts to the Commission's mission, working closely with media agencies, improving the quality of information, promoting positive values, and listening to citizens' concerns.
He added that these efforts will help strengthen public trust and social unity, emphasizing that success is always the result of collective solidarity.
He expressed hope for continued guidance from the city's leaders, close coordination with the Commission's leadership and the support of its officials so that he can fulfill his responsibilities with dedication, competence, and integrity.
