The meeting was attended by Central Committee members Nguyen Huu Nghia, Secretary of Hung Yen Province Party Committee and Deputy Head of the Steering Committee, and Nguyen Hong Thai, Secretary of Bac Ninh Province Party Committee, along with leaders from the ministries of Construction, Finance, and Agriculture and Environment.

Hanoi's delegation included Deputy Party Secretary Nguyen Trong Dong and Standing Vice Chairman of the People's Committee Duong Duc Tuan. Leaders from the Party Committees, People's Committees and relevant departments of the three provinces and cities along the project route also took part.
Speaking at the meeting, Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said that among the three project groups, land clearance must be completed by December 2025 across all three localities to stay aligned with the overall timeline.
For the two parallel roads under project components 1 and 1.1, Hanoi will complete the remaining land clearance tasks and open the technical route by December 1, with full completion targeted for the first quarter of 2026.
Component 3, which covers the central expressway section under Hanoi's authority, was launched on September 6. The section also passes through Hung Yen and Bac Ninh, and therefore requires all land clearance in both provinces to be completed as early as possible.
Vice Chairman Tuan proposed that the final deadline for land clearance across all three localities should be December 30, 2025.

Regarding construction material supply, he said current mines in the three provinces are sufficient. In case of shortages, nearby provinces such as Phu Tho and Ninh Binh will provide additional materials. Project regulations allow mines in Hanoi, Hung Yen and Bac Ninh to supply materials directly to Belt Road 4 contractors.
He emphasized that this is a national key project and delays would affect socioeconomic development, so all localities must intensify efforts to resolve obstacles and speed up overall progress.
Hung Yen Party Secretary Nguyen Huu Nghia said that most issues in his province have been resolved. He noted strong support from Hanoi and Bac Ninh in resolving material supply constraints and other challenges. He expressed confidence that Hung Yen will complete land clearance by December 19, 2025 and finish the parallel road by April 30, 2026.
He also raised concerns about interchange connections and the parallel road system to ensure seamless linkage among the three localities. He stressed that capital allocation and efficient use of funds are crucial to maintaining progress.
Bac Ninh Party Secretary Nguyen Hong Thai agreed and proposed that the Steering Committee request the Government and the National Assembly to adjust capital plans for projects in Bac Ninh and Hung Yen to meet progress requirements.
He highlighted difficulties related to construction material prices and proposed that the Ministry of Agriculture and Environment provide clear guidance on opening new material mines to supply contractors directly, as discrepancies remain between bidding prices, published prices, and actual market prices.
Concluding the meeting, Hanoi Party Secretary Nguyen Duy Ngoc said the Steering Committee agreed with the report, acknowledged all difficulties raised by the three provinces and noted the detailed recommendations of the ministries of Finance and Construction. He instructed the Secretariat to finalize the Steering Committee's conclusions and operational rules.
He reaffirmed that land clearance must be completed by December 31, 2025 for handover to contractors. On funding adjustments, he assigned Standing Vice Chairman Duong Duc Tuan to work with relevant ministries to submit proposals at the current National Assembly session or to the Standing Committee of the National Assembly in December 2025 if necessary.
The Steering Committee agreed that the three localities must fully support one another in securing construction materials. They will review legal provisions to ensure steady material supply for contractors.
Hanoi Party Secretary Ngoc stressed the need to track daily progress during construction. Hanoi is responsible for the main expressway and its parallel roads, while Hung Yen and Bac Ninh are responsible for their respective parallel road segments.
He directed that, together with Belt Road 4, Hanoi must complete connecting bridges to improve traffic flow along the southern section from Phap Van to Cau Gie and the northeastern direction toward Hai Phong.
He noted that Belt Road 4 is a signature project of all three localities and asked that construction work also enhance the landscape to contribute to a modern and civil urban environment.
The Belt Road 4 project was approved by the National Assembly at Resolution 56/2022/QH15 on June 16, 2022. The project covers a total length of 112.8 km, including 103.1 km of expressway and 9.7 km of link roads on the Noi Bai to Ha Long axis, running through Hanoi with 58.2 km, Hung Yen with 19.3 km and Bac Ninh with 25.6 km. The project aims to improve the Capital Region's transport network, reduce inner-city traffic pressure and strengthen regional connectivity.
The project officially broke ground simultaneously in Hanoi, Hung Yen and Bac Ninh on June 25, 2023. Component 3, the expressway section under the public-private partnership model, was launched on September 6, 2025.
