Addressing bottlenecks directly and decisively
Reporting on the development of the Dai Thanh Commune Smart Operations Center, Nguyen Van Hung, Deputy Secretary of the Commune Party Committee and Chairman of the Commune People's Committee, said the establishment and operation of the center stemmed directly from practical local needs.

According to Hung, Dai Thanh Commune has faced five major, long-standing bottlenecks that directly affect people's daily lives and the effectiveness of state management, including environmental sanitation, food safety, traffic safety, security and public order.
Without modern management tools, real-time data and continuous monitoring, timely direction, effective inspection and thorough resolution would not be possible. The Smart Operations Center was built specifically to tackle these issues head-on.
The Smart Operations Center serves as a core tool enabling the commune's Party Committee and authorities to grasp situations early and from afar, issue fast and accurate directions, conduct regular inspections, ensure continuous monitoring and effectively address the five key livelihood and governance bottlenecks.
"The center does not replace people, but it helps leaders and officials make decisions based on real data, real images and real-time information," Hung emphasized.
Broad coverage of key public areas
To date, Dai Thanh Commune has installed nearly 100 AI cameras out of a planned total of 198, providing basic coverage of key public areas. These include main roads, residential areas, school gates, health stations, village cultural houses, heritage sites, crowded locations and key hotspots related to security, environment and traffic.
The camera system is centrally connected to the Smart Operations Center and operates 24 hours a day, with capabilities such as facial recognition, license plate recognition, behavior analysis and automatic alerts for violations related to environmental sanitation, food safety, traffic safety, security and public order.

In the coming period, the commune will continue installing all 198 AI cameras across public areas as planned.
Hung affirmed that the system is not intended for superficial observation, but as a practical tool serving daily operations and state management. Each alert generated by the system is treated as a call to action, with designated personnel responsible for handling, clear deadlines and specific outcomes.
Alongside system expansion, the communal Party Committee has placed strong emphasis on ensuring information safety, cybersecurity and data protection. Operation of the center must go hand in hand with upgraded security infrastructure, clear access authorization and strict data control, in line with state regulations. Information leaks, data loss or cyber intrusions that could affect security, public order or the credibility of local authorities must be prevented.
Commitment to making the Smart Operations Center a true "digital brain"
In the time ahead, the Dai Thanh Commune Party Committee requires continued investment in the Smart Operations Center, shifting from monitoring to forecasting and from passive response to proactive management. Strengthening and upgrading security systems is identified as a prerequisite for the center's sustainable and long-term operation. Operational effectiveness and compliance with security discipline will be linked to performance evaluations of collectives and individuals, especially heads of units.
Dai Thanh Commune has pledged firm leadership and decisive action to ensure the Smart Operations Center truly becomes a safe and effective "digital brain" of grassroots governance, serving the people in the best possible way.
In implementing Politburo Resolution No. 57-NQ/TW, Dai Thanh Commune has identified digital transformation as a core and continuous political task, closely linked to innovation in leadership, management and public service delivery. From the outset, the commune established Steering Committee 57 and issued a specific implementation plan, focusing on three main pillars: development of digital infrastructure; application of technology in leadership, management and task handling from the commune to village level; and full participation of officials and civil servants in training and capacity-building programs. The commune has also invited experts to conduct training and enhance digital capacity for officials and local residents.
In this context, deploying online meeting and briefing systems from the commune to village cultural houses and establishing the Smart Operations Center have been identified as breakthrough steps, well-suited to local conditions.
