General Secretary presents the Politburo’s decision to the new Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations.
The ceremony was attended by several Politburo members, including Tran Cam Tu, Permanent Member of the Party Central Committee’s Secretariat, and Do Van Chien, Politburo Member, Chairman of the Central Committee of the Vietnam Fatherland Front, and Standing Deputy Secretary of the Party Committee of the National Assembly.
Le Minh Hung, Secretary of the Party Central Committee and Head of the Party Central Organization Commission, and Bui Thi Minh Hoai, Secretary of the Hanoi Party Committee and Head of the Hanoi National Assembly Delegation, participated in the ceremony, were also present.
The event was joined by members of the Party Central Committee and representatives of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations.
Representing Hanoi were several key leaders, including Tran Sy Thanh, Member of the Party Central Committee, Deputy Secretary of the Hanoi Party Committee, and Chairman of the Hanoi People’s Committee.
Also in attendance were Nguyen Van Phong, Permanent Deputy Secretary of the Hanoi Party Committee; Phung Thi Hong Ha, Deputy Secretary of the Hanoi Party Committee and Standing Vice Chairwoman of the Hanoi People’s Council; and Nguyen Trong Dong, Deputy Secretary of the Hanoi Party Committee and Vice Chairman of the Hanoi People’s Committee.
Nguyen Manh Quyen, Vice Chairman of the Hanoi People’s Committee, was present as well.
Overview of the conference.
At the ceremony, Hoang Dang Quang, Member of the Party Central Committee and Standing Deputy Head of the Party Central Organization Commission, announced the Politburo’s decision on personnel assignment.
Under the decision, the Politburo assigned Secretary Hoai to leave her posts in the Hanoi Party Committee Executive Committee and Standing Committee, and to no longer hold the position of Secretary of the Hanoi Party Committee.
She was reassigned to participate in the 13th Party Central Secretariat and appointed to the Executive Committee and Standing Committee of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, serving as its Secretary.
Earlier, under another Politburo decision, Secretary of the Party Central Committee Chien was reassigned to leave his positions in the Secretariat and the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations. He now serves in the Executive and Standing Committees of the Party Committee of the National Assembly as its Standing Deputy Secretary.

Delivering his remarks, Party General Secretary Lam emphasized that Secretary Hoai is a leader who has risen from the grassroots level and has extensive experience in mass mobilization and public engagement.
During her tenure as Secretary of the Hanoi Party Committee and Head of the Hanoi National Assembly Delegation, she worked closely with the Standing Committee and the Executive Committee of the Hanoi Party Committee to successfully accomplish all assigned tasks.
The General Secretary noted that the capital’s goals and targets assigned by the Party Central Committee were all met or exceeded. Hanoi has become cleaner, more modern, and more dynamic, with its economic growth rate increasing 1.4 times compared to previous years.
The city has also streamlined its organizational structure, ensuring effective coordination between the two-tier local government system. He affirmed that Secretary Hoai made important contributions to these accomplishments.
Looking ahead, General Secretary Lam expressed confidence that Secretary Hoai, together with the collective leadership of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, will maintain unity and solidarity, and continue to fulfill all assigned tasks in the coming term.
He urged them to strive to successfully achieve the goals set by the 14th National Party Congress and the congresses of the Vietnam Fatherland Front and Central mass organizations for the 2025–2030 period.

In her remarks upon assuming office, Secretary Hoai expressed deep gratitude to the Politburo, General Secretary Lam, and leaders of the Party and State for their trust and confidence in assigning her the important responsibility of leading a Party Committee directly under the Party Central Committee.
She emphasized that this assignment is both an honor and a heavy responsibility, reflecting the Party’s high expectations for innovation in leadership over the structure, content, and operations of the Vietnam Fatherland Front and political-social organizations.
It also underscores the importance of uniting and mobilizing all social strata, promoting democracy, and strengthening national solidarity as Vietnam advances toward a prosperous, civilized, and happy era of development.

Secretary Hoai pledged to seriously implement the guidance of General Secretary Lam, while continuing to uphold and build upon the proud traditions and achievements of the Vietnam Fatherland Front and Central mass organizations.
She vowed to devote her full efforts, with dedication, integrity, and responsibility, and to work with the collective leadership to foster unity, wisdom, and creativity to overcome all challenges.
Secretary Hoai affirmed her determination to successfully implement the Resolution of the first Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations for the 2025–2030 term, contributing to the fulfillment of the goals set by the 14th National Party Congress.
To accomplish these tasks, Secretary Hoai expressed her hope for continued attention, guidance, and support from the Party Central Committee, the Politburo, and the Secretariat, led by General Secretary Lam; as well as coordination from ministries, central agencies, localities, and the member organizations and people nationwide.
On this occasion, she also expressed sincere thanks to the leaders of Hanoi, city agencies, local Party committees, officials, and residents for their cooperation and support, which enabled her to successfully fulfill her duties during her tenure as Secretary of the Hanoi Party Committee.
